This study examined the process of evaluation of the training programs at the Administration of Educational Training and Scholarship in Riyadh by using the Kirkpatrick Model for Improving the Process of Evaluation. This study employed a mixed method, where the researcher designed a questionnaire, interview questions, and document analysis based on the Kirkpatrick Model. The study found that the Administration evaluated the training programs at the “reaction” level to a great extent. In contrast, the study found that the Administration does not evaluate the training programs at “learning,” “behavior,” and “results” levels. Based on findings in this study, it is evident that the Administration of Educational Training and Scholarship in Riyadh did not reach its goal of developing and maintaining the trainees' knowledge, skills, and attitudes. The Administration of Educational Training and Scholarship in Riyadh should consider these findings and create mechanisms that can cause change. Therefore, the researcher recommended several strategies to increase the process of evaluation effectiveness by improving the evaluation practices at the Administration of Educational Training and Scholarship in Riyadh, using Kirkpatrick's Four-Level Training Evaluation Model. The study concluded that the process of evaluation of the training programs at the Administration of Educational Training and Scholarship in Riyadh should be enforced at the “reaction” level and initiated at the levels of “learning,” “behavior,” and “results.” (Author’s abstract)
