يواجه البحث العلمي الذي يعد أحد المهام المنوطة بالجامعة إشكالات عدة، ترتبط ببعضها البعض أحيانا، ومن تلك الإشكالات: الجودة وسبل ضمانها، وعجز المخرجات، وكذا ظاهرة السرقة العلمية التي انتشرت في الوسط العلمي فتباينت وجهات النظر في تعريفها وضبطها، وتعددت أسبابها، ووضعت قوانين وتدابير للحد منها وتحقيق الممارسة الأخلاقية في مجال البحث والتعليم. تأتي هذه الدراسة لبحث ظاهرة السرقة العلمية واستخدام مصادر المعلومات، من خلال قراءة النصوص القانونية -الخاصة بها-وتحليلها ومناقشتها، لتخلص الدراسة إلى اقتراح جملة من الضوابط للحد من هذه الظاهرة نحو: تفعيل مجالس آداب وأخلاقيات المهنة، وتشجيع استعمال البرمجيات الكاشفة للسرقة العلمية، وكذا التكوين الجيد. The scientific research, which is one of the tasks related to the university, faces many problems, which are linked to each other sometimes. These problems include: Quality and means of guaranteeing it, the inability of outputs, and the phenomenon of plagiarism that spread in the scientific environment, the views varied in their definition and control, and their causes were numerous, so laws and measures were put to stop them and to achieve ethical practice in the field of research and learning. This study aims to investigate the phenomenon of plagiarism and the use of sources of information through reading the legal texts related to, analyzing and discussing it, The study concludes with proposing a set of controls to stop this phenomenon by: activating the Professional ethics and ethics councils; encouraging the use of detecting software for plagiarism; as well as the good training.
