The main purpose of this empirical exploratory research is to explore the impacts and challenges of the World Bank four pillars of Knowledge-based economy on the UAE transformation into a knowledge-based economy. This is a mixed approach study, qualitative followed by quantitative. This project went into two phases, phase one was about reviewing the literature. Systemic review was utilized to analyze the content. The output of this phase was designing the survey questionnaire for this study. The second phase was collecting the primary data through a quantitative survey that was filled by 535 experts from UAE but only from three emirates Abu Dhabi, Dubai, and Sharjah. Also, participants were from the government and private sectors only the sectors related to the World Bank four pillars of knowledge economy. The findings of the data analysis are that only three pillars of the World Bank four knowledge economy pillars have significant relationship with knowledge economy development in the UAE. The three pillars are Government Institutions and Economic Incentives, Education and Training and Information and Communication technology. While the fourth pillar which is Research and Innovation, the results of this study found that this pillar has non-significant relationship with the sustainable knowledge economy development, which means that UAE government should work hard on developing this pillar for the country to transform smoothly into knowledge-based economy. The original value of this research is that it explores the knowledge economy in the UAE from a holistic view. Also, this is the first empirical study that explores the World Bank four pillars of knowledge-based economy in the UAE. Therefore, this study will act as a foundation for other future studies of knowledge economy development in the UAE. (Author’s abstract)
