هدفت هذه الدراسة إلى تعرف معوقات الإشراف التربوي على برنامج صعوبات التعلم من وجهة نظر مشرفات صعوبات التعلم ومديرات المدارس، وتكونت عينة الدراسة من 319 مشرفة ومديرة مدرسة استجبن على استبانة تألفت من 51 فقرة وُزعت على أربعة محاور متعلقة بالمعوقات الإدارية والفنية والشخصية والمادية. أشارت النتائج وجود معوقات مادية وإدارية بدرجة كبيرة لدى المشرفات بينما كانت بدرجة متوسطة لدى مديرات المدارس على جميع محاور الاستبانة. كما أظهرت النتائج وجود فروق ذات دلالة إحصائية في تقدير المشرفات لمعوقات الإشراف في محور المعوقات الشخصية تُعزى لمتغير المؤهل الدراسي، بينما لم تظهر فروق تُعزى لهذا المتغير من وجهة نظر مديرات المدارس. وأشارت النتائج إلى عدم وجود فروق تُعزى لمتغير المحافظة من وجهة نظر المشرفات ومديرات المدارس. وأوصت الدراسة بتوفير ميزانية مالية لأقسام التربية الخاصة بمديريات المحافظات التعليمية، وإلحاق مديرات المدارس بدورات تأهيلية تخصصية في صعوبات التعلم، ومنح المشرفات ومديرات المدارس صلاحيات مناسبة للإشراف على برنامج صعوبات التعلم. The purpose of this study was to determine the educational supervision obstacles in Learning Disabilities Program as perceived by supervisors and school principals in the Sultanate of Oman. The study sample consisted of 319 supervisors and school principals who responded to a questionnaire consisting of 51 items. The questionnaire was distributed into the following domains: Administrative obstacles, technical obstacles, personal obstacles, and financial obstacles. Results indicated that the degree of obstacles in financial and administrative was high as perceived by supervisors, but the degree perceived by school principals on all questionnaire dimensions was average. Results also showed that there were significant differences in perceiving personal obstacles due to supervisors’ qualifications, but these differences were not reported by school principals. Additionally, Results indicated that there were no significant differences due to the governorate variable as perceived by supervisors and school principals. Accordingly, the study recommended to provide a budget for the special education departments in the educational governorates, get school principals involved in workshops of learning disabilities, and give supervisors and school principals authorization to supervise the Learning Disabilities Program.
