أصبحت كثیر من مؤسساتنا التعليمية في عصرنا الحالي بیئات تعلم الكترونية على شبكة الانترنت، وأصبحت أیضا من الضرورة القصوى لكل المجتمعات المتقدمة والنامیة على حد سواء وخاصة في ظل التغیرات المتلاحقة والسریعة لتكنولوجیا الاتصالات الحدیثة، وخاصة أن هذا النوع من التعلیم القائم على الشبكات یقدم ضمن منظومات تعلم افتراضیة قائمة بذاتها تقدم فرصا وخدمات ومقررات تعليمية الكترونية قد تتعدى الصعوبات والمحددات المتضمنة في أنظمة التعلیم التقليدي، فإذا كانت المقررات الإلكترونية ومحتویاتها التعليمية مهمة بالنسبة للعادیین فهي ذات أهمیة قصوى للمعاقین أیضا. وانطلاقا من حق الطلاب ذوي الاحتیاجات الخاصة في التعلم الإلكتروني كباقي أفراد المجتمع، جاء هذا البحث الذي استهدف هذه الفئة المهملة من الطلاب في عالمنا العربي والتي لدیهم طاقات وقدرات إنتاجیة معطلة بسبب إعاقتهم والتي یمكن الاستفادة منها واستثمارها على أكمل وجه لصالح المجتمع، إذا ما قدم لهم تعلیما إلكترونيا مناسبا به مقررات الكترونية صممت محتویاتها التعليمية وفق أسس ومواصفات علمیة خاصة بهم ضمن برامج التعلم الإلكتروني المنتشرة على شبكة الإنترنت. ویتمثل الهدف الرئیسي لهذا البحث: وهو معرفة المواصفات الفنیة والتربویة لتصمیم المحتوى التعلیمي للطلاب ذوي الاحتیاجات الخاصة في التعلم الإلكتروني. ویتفرع من هذا الهدف الرئیسي الأهداف الفرعیة التالیة: 1) معرفة الأسس العامة لتصمیم المحتوى التعليمي للطلاب ذوي الاحتیاجات الخاصة على شبكة الانترنت. 2) معرفة وظائف تكنولوجیا التعلیم وأهمیتها لذوي الاحتیاجات الخاصة. 3) معرفة معوقات استخدام تكنولوجیا التعلیم لذوي الاحتیاجات الخاصة. تم إتباع المنهج والأسلوب الوصفي، للتعرف على المواصفات الفنیة والتربویة لتصمیم المحتوى التعليمي من خلال تحلیل نتائج الدراسات والبحوث السابقة. أما النتائج فهي كالآتي: وجد فاعلیة أسلوب التعلیم الالكتروني، والتعلیم عن بعد فى زیادة التحصیل المعرفي المرتبط بالمهارات لدى الطلاب ذوي الاحتیاجات الخاصة. توصي الدراسة بالآتي: 1) توسیع نطاق التعلیم عن بعد الطلاب ذوي الاحتیاجات الخاصة. 2) تطویر المقررات الالكترونية وطرق التدریس لتتوافق مع القدرات الخاصة لذوي الاحتیاجات الخاصة. Many of our educational institutions have become in our time environments electronic learning on the Internet, and also became absolutely necessary for all developed societies and developing alike, especially in light of the rapid and quick to modern communications technology changes, especially that this type of education-based network offers within learning systems virtual stand-alone offering opportunities and services and electronic educational decisions may exceed the difficulties and limitations contained in the traditional education systems, if the courses electronic educational mission and its contents for ordinary it is of paramount importance for the disabled also. On the basis of the right of students with special needs in the e-learning like other members of the community, came this research, which targeted these neglected student category in the Arab world and that they have the capacity and productivity are disabled because of their disability, which can be utilized and invested to the fullest for the benefit of the community, if they gave them educated electronically appropriate decisions by electronic educational content designed according to the principles of their own scientific and specifications within the e-learning programs circulating on the Internet. The main objective of this research: a knowledge of the technical and educational specifications for the design of educational content for students with special needs in e-learning, and the ramifications of this main goal the following objectives: 1) knowledge of the general principles for the design of educational content for students with special needs on the Internet. 2) knowledge of the functions of educational technology and its importance for people with special needs. 3) Knowledge of the use of educational technology barriers for people with special needs. The following descriptive approach and method, to identify the technical and educational specifications for the design of educational content through the analysis of the results of previous studies and researches. The results found the effectiveness of e-learning method, and distance education to increase the collection of knowledge-related skills among students with special needs. Recommendations: The study recommends: 1) expanding distance education with special needs students. 2) development of e-courses and teaching methods to conform with the capacity for people with special needs.
