إن التطور الهائل في تكنولوجيا المعلومات والاتصالات وسرعة انتشار الانترنت بمختلف تطبيقاتها ساهم بشكل كبير في تضاعف المعرفة الانسانية خاصة المعرفة العلمية والتكنولوجية وبصفة سريعة. وهو ما سمح بتطوير العملية التربوية وإدخال عدة مفاهيم جديدة عليها، مثل مفهوم التعليم عن بعد والجامعة الافتراضية والتعليم الالكتروني والمدرسة الإلكترونية والمكتبة الرقمية وغيرها من المفاهيم والتطورات الحديثة التي أصبحت تشكل معالم البيئة الرقمية الحديثة. وهذا ما دفع إلى الاهتمام المتزايد خلال السنوات الأخيرة باستخدام التعليم الإلكتروني في الجامعات وعلى المستوى العالمي، وذلك من أجل توفير برامج ومقررات تتسم بالنوعية والجودة. فتوفير الجودة في التعليم الإلكتروني يمثل مسألة غاية في الاهمية بالنسبة إلى برنامج أو مقرر أكاديمي أو دراسي، باعتبار أن الجودة شرط أساسي لنجاح العملية التعليمية، وعليه تصبح الجودة في التعليم مسألة ضرورية للتعليم الإلكتروني بصفة خاصة. وعليه فإن نجاح أي نظام تعليمي يعتمد بشكل أساسي على الالتزام بمعايير الجودة المتفق عليها عالميا. The tremendous development of ICT and the rapid spread of the Internet in various applications have contributed significantly to the rapid and rapid multiplication of human knowledge, particularly scientific and technological knowledge. This has allowed the development of the educational process and the introduction of several new concepts, such as distance learning, virtual university, e-learning, e-school, digital library and other modern concepts and developments that have become the contours of the modern digital environment. This has prompted the growing interest in the use of e-learning in universities and globally in order to provide quality and quality programmers and courses. Le développement formidable des TIC et la diffusion rapide d'Internet dans ses diverses applications ont beaucoup contribué à la multiplication des connaissances humaines, et notamment du savoir scientifique et technologique et d’une façon rapide. Ce qui a permis le développement du processus éducatif et l'introduction de plusieurs nouveaux concepts, tels que le concept d'enseignement à distance, université virtuelle, e-learning, école électronique, bibliothèque numérique et autres concepts et développements modernes qui sont devenus les caractéristiques de l'environnement numérique moderne. Cela a conduit à une attention accrue au cours des dernières années pour l'utilisation du e-learning dans les universités et au niveau mondial. Afin de fournir des programmes et des cours typique et de qualité. Ce qui est très important pour tout programme ou cours académique du e-learning et le succès de tout système éducatif dépend principalement du respect des normes de qualité internationalement reconnues.
