تهدف الدراسة الى اقتراح معايير للتمويل الحكومي لمؤسسات التعليم الاهلي في ضوء تحقيق الجودة التعليمية من خلال تحليل رؤى الخبراء المختصين والمهتمين بشئون التعليم، ومن ثم صياغة تصور مقترح لهذه المعايير ووضع الآليات المقترحة لتنفيذه. وقد تم استخدام منهج الدراسات المستقبلية الاستهدافية (المعيارية)، وذلك من خلال استخدام آلية (دلفي) للتعرف على رؤى الخبراء حول معايير التمويل المقترحة، وإمكانية تطبيقها في الواقع الفعلي. تكونت عينة الدراسة من (120) خبيرا من المختصين بشئون التعليم أجاب منهم (81) خبيرا في الجولة الأولى و(60) خبيرا في الجولة الثانية. استخدمت الباحثة استبانة تتكون من (5) محاور وتشتمل على (53) بندا. تم إجراء المعالجة الإحصائية لبيانات هذه الدراسة في الجولتين باستخدام برنامج (SPSS) وفقا للأساليب التالية: معادلة ألفا كرونباخ، والتكرارات والنسب المئوية والمتوسطات المرجحة ومعامل اتفاق كندال. من أهم نتائج الدراسة: 1) أجمعت رؤى الخبراء حول (61) معيارا من المعايير المقترحة للتمويل الحكومي لمؤسسات التعليم الأهلي وذلك بعد أن تم استبعاد (3) معايير لم يتفق عليها الخبراء وإضافة (7) معايير وفقا لمقترحاتهم. 2) اتفق الخبراء على أن ترتيب محاور المعايير المقترحة وفقا لأهميتها هي كالتالي: 1) الطالب. 2) المعلم. 3) المحتوى التعليمي. 4) بيئة التعلم. 5ـ) الإدارة المساندة. قدمت الدراسة تصورا مقترحا لتطبيق معايير التمويل الحكومي لمؤسسات التعليم الأهلي وذلك كالتالي: 1) الإطار العام للتصور المقترح. 2) نموذج تطبيقي للمعايير المقترحة للتمويل الحكومي للتعليم الأهلي. 3) مراحل تطبيق النموذج المقترح للتعليم الأهلي السعودي في الواقع الفعلي. This study’s aim is to suggest criteria for the governmental funding to private educational institutions, in light of accomplishment of educational equality; through the analysis of the views of experts and educational concretes and later on, formalizing a suggested vision of these criteria, and place a suggested mechanism to execute it. This study relied on the methodology of targeted future studies material, and that is through the usage of Delfi’s Mechanism to recognize the experts vision of the suggested funding criteria, the weather they can be applied in the actual world. The research sample consisted of 120 educational specialists. Eighty-one experts responded in the first round, and 60 experts responded in the second round. The researcher used a survey consisting of 5 pivots containing 53 clauses in total. The Data of this study in the two rounds were statistically processed through (SPSS) software according to the following methods: Cronbach’s alpha, Kendall test for correlation, frequency distributions percentages distributions, averages and weighted averages. The results of this study are: 1) The experts agreed on 61 norms from the suggested governmental Financing norms for private educational institutions, after rolling out 3 norms that the experts didn’t agree on, and adding 7 norms according to the experts’ recommendations. 2) The experts agreed on the following order of the importance of the suggested pivots: 1) Student. 2) Teacher. 3) Academic Content. 4) Academic Environment. 5) Supportive Management. Using the following approaches, the study presented a vision for applying the governmental funding measures to private educational institutes 1) The overall framework for the proposed vision. 2) A practical scheme for applying the proposed measures of governmental funding to the private institutes. 3) The stages of applying the proposed scheme for the private institutes in practice.
