تناولت الدراسة من خلال المنهج الوصفي، الفساد الإداري والأكاديمي بالجامعات، موضحة طبيعته وأبعاده التربوية والإدارية. وحددت الأسباب والعوامل المفسرة له ميدانيا من خلال تطبيق استبانة مكونة من عشرة محاور طبقت على (193) من أعضاء هيئة التدريس بالجامعات المصرية الحكومية. ومن أبرز نتائج الدراسة: اتفاق أراء عينة الدراسة على إدراك وجود حالة الفساد الإداري والأكاديمي بالجامعات المصرية ووجود العديد من المسببات التي تكمن وراءها. كان أكبر العوامل تأثيرا العامل الأخلاقي، يليه الاجتماعي، الثقافي، السياسي، النفسي، الإداري، القانوني، الاقتصادي، التعليمي. ثبات صلاحية ستة نماذج للانحدار التدريجي المتعدد، مما يعنى وجود علاقة بين العوامل المستقلة الأخلاقي والقانوني والنفسي والإداري والثقافي والاقتصادي، وبين إدراك حالة الفساد الإداري والأكاديمي بالجامعات. العوامل الثلاثة المستقلة الاجتماعي والسياسي والتعليمي غير دالة. كما أن العوامل الستة مجتمعة (الأخلاقي والقانوني والنفسي والإداري والثقافي والاقتصادي) تساهم بنسبة (83.3%) في التنبؤ بحالة الفساد الإداري والأكاديمي في الجامعات. كما قدمت الدراسة استراتيجية مقترحة لمواجهة الفساد الإداري والأكاديمي بالجامعات في ضوء النتائج المتحصل عليها. تضمنت الاستراتيجية مجموعة من الإجراءات على كافة المستويات، فضلا عن بيان أبرز الآليات المناسبة للتنفيذ، و ضمانات النجاح. The study dealt with through the descriptive approach, administrative and academic corruption in universities, explaining its nature and its educational and administrative dimensions. The study identified the causes and explaining factors of it, through the application of a questionnaire composed of ten axes applied to (193) of the faculty members of the Egyptian public universities. The main findings of the study: The study sample opinions agreement to recognize the existence of a state administrative and academic corruption in Egyptian universities and the presence of many of the causes that lie behind them. The biggest influence factor was the moral factor, followed by social, cultural, political, psychological, administrative, legal, economic, educational. The stability of six models validity of multi- regression, which means the existence of a relationship between the independent factors moral and legal, psychological and administrative, cultural, economic, and between perception state administrative and academic corruption in universities. Three social, political and educational factors are independent function. Six models of step wise regression analysis proved the validity, which means the existence of a relationship between the independent factors moral, legal, psychological, administrative, cultural, economic, and between perception state administrative and academic corruption in universities. Three factors social, political and educational is insignificant. The six factors combined (moral, legal, psychological, administrative, cultural and economic) contribute by (83.3 %) in predicting the status of administrative and academic corruption in universities. The study also presented a proposed strategy to combat the administrative and academic corruption in universities in the light of the obtained results. Strategy included a series of procedures at all levels, as well as the most prominent statement of the implementation of appropriate mechanisms and guarantees for success. (Published abstract)
