هدفت الدراسة إلى بناء مقياس التمكين الإداري لمديري المدارس الحكومية في الضفة الغربية، ومعرفة مستوى تمكين مديري المدارس الحكومية في الضفة الغربية، وتكوّن مجتمع الدراسة جميع مديري المدارس الحكومية في محافظات الخليل ورام الله وقلقيلية خلال الفصل الدراسي الأول من العام الدراسي (2020-2021) ووصل عددهم 903 مدير ومديرة، وتم اختيار عينة عشوائية منهم، وقد بلغ حجم العينة (130) مديرا ومديرة، ولتحقيق أهداف الدراسة قام الباحثون ببناء مقياس للتمكين الإداري من خلال مراجعة الأدبيات السابقة، وتكون في صورته الأولية من 75 فقرة وتأكد الباحثون من صدق الأداة وثباتها. وقد توصلت الدراسة إلى بنية عاملية لمقياس التمكين الإداري لدى مديري المدارس الحكومية في الضفة الغربية مكونة من ثلاث عوامل تمثلت في التأثير والتأثر، وتفويض السلطة والنمو المهني، ويمكن اختزال مجالات المقياس إلى مجال واحد وهو مجال التأثير والتأثر حيث يسهم في تفسير ما نسبته %89,5 من التمكين الإداري، كما توصلت الدراسة إلى صدق الاتساق الداخلي بين الأبعاد والدرجة الكلية للمقياس من خلال معامل الارتباط وكانت جميعها دالة إحصائيا، وتراوحت قيم معاملات الثبات بين 936 إلى 988 وبالنسبة للمقياس ككل بلغت قيمة معامل الثبات 988، وأظهرت نتائج الدراسة أيضا أن مستوى التمكين الإداري لمديري المدارس الحكومية في الضفة الغربية جاء بدرجة متوسطة، وأنه لا يوجد فروق دالة إحصائيا في استجابات المبحوثين على مقياس التمكين الإداري يعزى لمتغير الجنس والمؤهل العلمي والخبرة، بينما يوجد فروق دالة إحصائيا في استجابات المبحوثين على مقياس التمكين الإداري يعزى لمتغير المديرية. This study aimed to build a measure of administrative empowerment for governmental school principals, and to know the level of empowerment of governmental school principals in the West Bank. The population of the study contained all the governmental school principals in the directorates of Hebron, Ramallah and Qalqilya during the first semester of the scholastic year (2020/2021). Their number was 903 principles. A random sample was chosen to achieve the purpose of this study. It's size reached (130) principles. To achieve the objectives of the study, the researchers built a measure of administrative empowerment by reviewing previous literature, and in its initial form it consisted of 75 items. The researchers checked the validity and reliability of the tool. The study results found that the scale of administrative empowerment among governmental school principals in the West Bank consists of three factors: influence and affect, delegation of authority and professional development. The researchers adopted the dimension of influence and affect which represents % 89,5 Of administrative empowerment. The study also achieved the validity of the internal consistency between the dimensions and the overall degree of the scale through the correlation coefficient. They were all statistically significant, the values of the stability coefficients for the whole scale ranged between 936, to 988. The value of the reliability coefficient was 988.The results of the study also showed that the level of administrative empowerment between principles in governmental schools in the West Bank are medium. There were no statistically significant differences in the responses of the participants on the administrative empowerment scale due to the gender, academic qualification and experience, while there were statistically significant differences in the responses of participants on the administrative empowerment scale due to the directorate variable.
