إن تطبيق مدخل إدارة التميز يساعد المؤسسات التعليمية على تدعيم قدرتها، وإمكاناتها المختلفة، كما يساعد على التفوق على غيرها من المؤسسات التي تقدم خدمات تعليمية مماثلة على كل المستويات المحلية، والإقليمية، والعالمية؛ وذلك من خلال: الاستخدام الأمثل لمختلف موارد المؤسسة المالية، والمادية، والبشرية، والتكنولوجية، والمعلوماتية، وكذا التطوير المستمر لخدماتها ومواردها المختلفة، فضلا عن البحث عن الاختلاف بين المنافسين، والتركيز على تقديم خدمات تعليمية متميزة، والاستجابة السريعة لمتطلبات عملاء المؤسسة الخارجيين، مما يؤدي إلى بقائها، وتميزها عن غيرها، وتدعيم مكانتها التنافسية لذلك يهدف البحث الحالي إلى الوصول إلى معرفة متطلبات إدارة التميز بمدارس الثانوية العامة والمدارس الثانوية الصناعية والتجارية في محافظة بورسعيد وفق للنموذج الأوروبي (EFQM) وذلك عن طريق معرفة الأسس الفكرية لإدارة التميز كما حددتها أدبيات الفكر الإداري المعاصر، ومعرفة معايير إدارة التميز وفق النموذج الأوروبي للتميز (EFQM)، ومعرفة مدى توافر معايير إدارة التميز وفق النموذج الأوروبي للتميز(EFQM) بمدارس الثانوية العامة والمدارس الثانوية الصناعية و التجارية في محافظة بورسعيد والوصول للمعوقات التي تواجه تطبيق إدارة التميز بمدارس الثانوية العامة والمدارس الثانوية الصناعية و التجارية في محافظة بورسعيد، واستخدام الباحث المنهج الوصفي للوقوف على متطلبات إدارة التميز بمدارس الثانوية العامة والمدارس الثانوية الصناعية والتجارية في محافظة بورسعيد وفق النموذج الأوروبي للتميز (EFQM) وذلك من خلال تحليل ما توفر من بيانات وإحصاءات، وكذلك ما خرج به الباحث من بيانات من خلال استبيان لاستطلاع آراء المعلمين الوصول إلى التوصيات والمقترحات التي تحقق متطلبات إدارة التميز وفق النموذج الأوروبي للتميز(EFQM) بمدارس الثانوية العامة والمدارس الثانوية الصناعية والتجارية في محافظة بورسعيد وكان من أهم التوصيات والمقترحات ما يلي: 1) أن يتم اختيار قادة المدارس الثانوية العامة والمدارس الثانوية الصناعية والتجارية عن طريق مسابقة معلنة ويتم تحديد معايير الاختيار ممن يمتلكون مهارات وقدرات في التخطيط والتنظيم والتوجيه والرقابة بالإضافة إلى المؤهلات العلمية التي تتناسب مع الوظيفة ويتم عقد لجنة لاختيارهم. 2) الحرص على اختيار قادة المدارس الثانوية العامة والمدارس الثانوية الصناعية التجارية ممن يمتلكون قدرة على وضع رؤية ورسالة المدرسة وقدرة على صياغة الأهداف الإستراتيجية للمدرسة بمشاركة جميع العاملين في المدرسة (مدير، وكلاء، معلمين، إداريين، فنيين، عمال) وذلك عن طريق إعداد ورش عمل لصياغة الرؤية والرسالة والأهداف الإستراتيجية الخاصة في المدرسة. 3) أن يهتم قادة المدارس الثانوية العامة والمدارس الثانوية الصناعية والتجارية بتشجيع المعلمين في المدرسة على الإبداع والابتكار، والعمل على دعم ثقافة التميز، وذلك عن طريق التشجيع والتحفيز المادي والمعنوي، ورصد جوائز مالية لمن يتميز في نشاط معين من الأنشطة المدرسية. 4) العمل على ربط المدرسة بالمجتمع الخارجي، وعقد جلسات مع مجلس أمناء المدرسة وأولياء أمور الطلاب في المدرسة لعرض جميع الأنشطة التعليمية التي تحدث خلال اليوم الدراسي، وعرض المميزات والمشكلات التي تواجه قادة المدرسة وتواجه المعلمين والطلاب والعمل على حل هذه المشكلات مع مجلس أمناء المدرسة وأولياء أمور الطلاب. The application of the excellence management approach helps the educational institutions to strengthen their capacity and different capabilities, and helps to outperform other institutions that provide similar educational services at all local, regional and global levels, through: the optimal use of various resources of the institution, financial, human resources, technological, informative, as well as the continuous development of their various services and resources, besides searching for the difference between competitors, and focusing on providing distinct educational services, and rapid response to the requirements of external customers of the institution, which leads to its survival and excellence and strengthen its competitive position. Therefore, the current research aims to investigate the requirements of the excellence management in the general ,industrial and commercial secondary schools in port said governorate according to the European model (EFQM), by: knowing the intellectual foundations of the excellence management as defined by the literature of contemporary administrative thought, knowing the standards of the excellence management according to the European model of excellence (EFQM),knowing the availability of the standards of the excellence management according to the European model of excellence (EFQM) in the general ,industrial and commercial secondary schools in port said governorate, and accessing to the obstacles facing the application of the excellence management in the general, industrial and commercial secondary schools in port said governorate the researcher used the descriptive method to find out the requirements of the excellence management in the general, industrial and commercial secondary schools in port said governorate according to the European model of excellence (EFQM), by analyzing the available data and statistics and through the data obtained from the questionnaire of teachers for reaching the most important recommendations and suggestions that can achieve the requirements of the excellence management in the general ,industrial and commercial secondary schools in port said governorate according to the European model (EFQM) the most important recommendations and suggestions were: 1) the leaders of the general, industrial, and commercial secondary schools should be selected according to a declared competition according to definite criteria that suit the advertised vacancy. 2) Ensuring the selection of the leaders of the general ,industrial and commercial secondary schools from those who have the ability to develop the vision and mission of the school and the ability to formulate the strategic objectives of school with the participation of all school staff (headmaster, agents, teachers, administrators, technicians, workers) through the preparation of workshops to formulate the vision, mission and strategic objectives of school. 3) The leaders of the general, industrial and commercial secondary schools should encourage teachers to create ,innovate and support the culture of excellence through the encouragement (concrete and abstract) and through funding financial prizes for those who are distinguished in a particular activity of the school activities. 4) Connecting school with the external community and holding sessions with the school's board of trustees and the parents of the students at school to present all the educational activities that occur during the school day and to present the advantages and problems facing school leaders, teachers and students and work to resolve these problems with the school board of trustees and parents of students.
