The success of educational institutions depends on the quality of institutional performance by managing educational institutions leading to achieve objectives efficiently and effectively form affects the quality of their output and output, here rests on the shoulders of these educational institutions create and deliver educational services High quality levels, society service, not only to follow the European model of excellence and quality management EFQM which is known as a quality model for excellence and quality, and it helps to reach a high level of performance as the European excellence model can be applied at any time and does not require Complex procedures before applying it. The current study nature requires using descriptive analytical and which is based on data and information collection and associated clear description and interpretation and analysis so as to recognize the reality of institutional performance in Kuwait State secondary schools and how to develop it in the light of the European model of excellence.
