The study aimed to examine the system based on the development of university human resources at the University of El-Arish and to develop the features of a proposed plan for the development of university human resources to meet the needs of the market. The theoretical framework included the second chapter: human resource development and labor market policies through criticism and analysis, and the third chapter: analysis of the university education system: the University of Arish was a model with criticism and analysis, while the fourth chapter dealt with the field study and analysis of the findings of the study by measuring the responses that indicate the existence of The deficiency and lack of academic education policies at the University of El-Arish, estimated at a rate of 70%, towards developing students as human resources in a way that meets the needs of the labor market, and in light of questions and methodology of the study, the results came, the most important of which are: Presenting a proposed plan for university human resources to meet the needs of the labor market The researcher also concluded a set of recommendations, the most important of which is the necessity of running university policies and procedures for the development of university human resources in order to meet the needs of the labor market by following planning mechanisms and policies, university preparation and qualification for students, and academic and professional guidance according to the needs of the labor market.
