هدف البحث رصد المعوقات التي تحول دون قيام مديري إدارة المعاهد الثانوية الأزهرية بدورهم في تطبيق منظومة الجودة الشاملة والوقوف على أبرز المقترحات لتفعيل دور القيادات في تطبيق الجودة الشاملة في إدارة المعاهد الأزهرية. تم استخدام المنهج الوصفي وتم تطبيق الاستبانة على عينة قوامها (400) شيخا ومعلما بمعاهد التعليم الثانوي الأزهري بمحافظة الدقهلية. وانتهى البحث إلى صياغة مجموعة من المقترحات لتفعيل دور إدارة المعاهد الثانوية الأزهرية، منها: 1) توفير قاعدة بيانات محسوبة لبرامج التنمية المهنية بالمعهد الثانوي الأزهري. 2) توفير شبكة إنترنت والتي تتيح لمديري المعاهد فرصة التواصل مع الإدارة المركزية للتعليم الأزهري لمتابعة أحدث المستجدات وتتيح لهم وللطلاب فرصة الاطلاع والتعليم المستمر وتحقيق التنمية المستدامة لديهم وأيضا قدرتهم على التفكير الاستراتيجي ونشر ثقافة الجودة. 3) إعطاء المديرين ومديري الإدارات المركزية والقطاعات السلطة الفعلية والتمكين الحقيقي والاستقلالية المالية لتنفيذ الخطة الموضوعة من خلال سن تشريعات وقوانين جديدة توسع من نطاق سلطاتهم ووضع نظام محاسبي صارم يحاسب على النتائج الموضوعة ويقابل السلطات الواسعة والاستقلالية التي سوف تعطي للمعاهد والإدارات المركزية وقطاعاتها. The aim of the research is to monitor the obstacles that prevent the principals of the management of Al-Azhar secondary institutes from carrying out their role in the application of the total quality system and to find an explanation for activating the role of leaders in the application of quality in the management of Al-Azhar institutes and the use of the descriptive approach. Secondary Education, Dakahlia Governorate. The research ended with the formulation of a set of proposals to activate the role of the directors of Al-Azhar institutes, including providing a calculated database for the professional development programs at the Al-Azhar secondary institute. Providing an internet network that allows institute directors the opportunity to communicate with the central administration of Al-Azhar education to follow up on the latest developments and provide them and students with the opportunity to see, continuing education and achieving development. They also have the ability to think strategically and spread a culture of quality. Giving managers and directors of central departments and sectors the actual authority, real empowerment and financial independence to implement the set plan, through the enactment of new legislation and laws that expand the scope of their powers and the development of a strict accounting system that is held accountable for the established results and corresponds to the broad powers and independence that will be given to the treaty, the central administrations and their sectors.
