تهدف هذه الدراسة إلى تحليل وفهم ودراسة الإطار الفكري لإصلاح التعليم واستراتيجياته المتنوعة، والتعرف على تجربة بعض دول الميركوسور وتحديدا (الأرجنتين / أوروغواي / باراغواي / البرازيل / فنزويلا) في إصلاح التعليم، وكذلك رصد لأهم الاستراتيجيات التي استخدمتها هذه الدول لترتقي بالتعليم في جميع مراحله، ومن خلال المنهج المقارن يتم التعرف على واقع التعليم وعلاقته بالقوى والعوامل الثقافية المؤثرة على طبيعة إصلاح التعليم وأهم استراتيجياته المتبعة في هذه الدول. وأخيراً قد توصلت الباحثة من خلال الدراسة إلى وضع استراتيجية مقترحه أطلقت عليها (مدرسة المنتديات)، بهدف جعلها مدرسه شاملة يغلب عليها طابع الإدارة اللامركزية كمحاولة لإصلاح التعليم المصري والنهوض بمؤسساته في مراحله المختلف. The aim of this study was to analyze, and realize and investigate the intellectual framework of educational reform and its various strategies in the light of the experiences of some Mercosur countries, namely; Argentina, Uruguay, Paraguay, Brazil and Venezuela. In this concern, this study observed the most important strategies used by those countries to develop all levels of education. Based upon, the comparative approach was used to investigate education realities, its relationship to the other forces and cultural factors that affect educational reform and its most important strategies in these recognized countries. The study concluded a proposed strategy called (school forums), aiming to create a model of a comprehensive school that is characterized by decentralized management, as an attempt to reform the Egyptian educational system and promote its institutions in all educational levels.
