سعت العديد من الجامعات حول العالم للتحول إلى الجامعات الذكية حتى تستطيع المنافسة محليا وإقليميا وعالميا؛ لذا بدأت هذه الجامعات بتوفير متطلبات ومقومات الجامعات الذكية. وتهدف الدراسة إلى تحديد المتطلبات الإدارية اللازم توافرها في جمهورية مصر العربية لتصبح جامعاتها جامعات ذكية. وقد لاحظت الباحثتان من خلال عملها بإحدى الجامعات المصرية توافر بعض متطلبات ومقومات الجامعات الذكية في الجامعات المصرية بدرجة معقولة مثل الأشخاص الأذكياء، والإدارة الذكية، وبيئات التعلم الذكية، والتحول الإلكتروني لأغلبها على مستوى الجمهورية، ولكن لا توجد مباني ذكية بالإضافة إلى ضعف شبكة الإنترنت. ولذا فإن هذه الجامعات بحاجة إلى تطويرها وتحسينها حتى تصبح جامعات ذكية تتصدر قائمة أفضل الجامعات العربية والأفريقية. وتهدف الدراسة الحالية إلى تقديم رؤية مقترحة للمتطلبات الإدارية لإنشاء جامعات ذكية بمصر موازية للجامعات الحكومية على ضوء تحديات الثورة الصناعية الرابعة وخبرات بعض الجامعات وهي: جامعة ستانفورد في الولايات المتحدة الأمريكية، الجامعة الوطنية في سنغافورة، جامعة حمدان بن محمد الذكية في الإمارات العربية المتحدة، واستخدمت الباحثتان المنهج الوصفي لتقديم رؤية مقترحة للمتطلبات الإدارية لإنشاء جامعات ذكية بمصر؛ وذلك من خلال توضيح مفهوم الجامعة الذكية وأهدافها، ودواعي إنشاء الجامعات الذكية في مصر، وتحديد المتطلبات الإدارية للجامعة الذكية بجمهورية مصر العربية، وتوضيح مفهوم الثورة الصناعية الرابعة والتكنولوجيات الرقمية التي تساهم فيها مع عرض لخصائصها وإيجابياتها وتحدياتها، وتوضيح تأثير الثورة الصناعية الرابعة على الجامعات، وخبرات بعض الجامعات، وصول إلى تقديم الرؤية المقترحة. Many universities around the world have sought to switch to smart universities so that they can compete locally, regionally and globally. Therefore, these universities began to provide the requirements and components of smart universities, and the two researchers noticed, through their work in an Egyptian university, the availability of some requirements and components of smart universities in Egyptian universities to a reasonable degree, such as smart people, smart management, smart learning environments, and electronic transformation for most of them at the level of the Republic, but no There are smart buildings in addition to poor internet. Therefore, these universities need to be developed and improved in order to become smart universities that top the list of the best Arab and African universities. The current study aims to present a proposed vision for the administrative requirements that must be met in the Arab Republic of Egypt for its universities to become smart universities in light of the challenges of the Fourth Industrial Revolution and the experiences of some universities, namely: Stanford University in the United States of America, the National University in Singapore, and Hamdan bin Mohammed Smart University in the United Arab Emirates The two researchers used the descriptive approach to present a proposed vision for the administrative requirements necessary for smart universities in Egypt; This is done by clarifying the concept of the smart university and its objectives, the reasons for establishing smart universities in Egypt, defining the administrative requirements for the smart university in the Arab Republic of Egypt, clarifying the concept of the Fourth Industrial Revolution and the digital technologies that contribute to it with a presentation of its characteristics, advantages and challenges, and clarifying the impact of the Fourth Industrial Revolution on universities, and the experiences Some universities, in order to present the proposed vision. The results of the study concluded that Egyptian universities suffer from poor availability of some administrative requirements and components necessary for smart universities in Egypt in light of the challenges of the Fourth Industrial Revolution. Therefore, the study attempts to present a proposed vision for the administrative requirements necessary for smart universities in the light of the experiences of some foreign universities. Through the proposed vision, it became clear that the use of smart technology and the transformation into a smart university has become an inevitable option, and an effective tool of the smart age in which we live, to prepare intellectual and scientific leaders capable of working in a society that depends on the knowledge economy and meet its requirements, and competition today is not in the smart model, but rather in the most intelligent; thus more efficient, more effective and more quality.
