This article is a theoretical introduction to the subject of education on citizenship through the new educational reform, launched by (the National Charter for Education and Training 2000). The article has been focused on enhancing and consolidating the integration of the culture of citizenship into the educational field, and consolidating that Culture across inclusive education, with all framed within a rational societal cultural space. But this goal will only be achieved through the adoption of an educational philosophy based on programs and live curricula aimed at consolidating. The ethics and behaviors of true citizenship have a positive impact on the individual and society. This issue addressed by answering the following questions: What is the concept of values? And what is the relationship Educational system of values? Where is the values' crisis represented in the Moroccan school? What are the features and foundations and the goals of education on the values of citizenship as set by the new educational reform? How to contribute Education on Citizenship in the formation of today's learner, and qualify him to become the citizen of tomorrow? Is credit enough? This valuable education in programs and educational curricula to judge the behavior of the learner upright and goodness, what makes it a good citizen in the future? Or are there other basic procedures in addition to Approved educational philosophy? The paper was concluded by defining the milestones, goals, and objectives of the education Citizenship, which in the aggregate can enable individuals to have confidence in their identity and work for achieving peace in their community through assuming social responsibility and cooperating for address problems, respect differences between people, and support solidarity and justice.
