هدف البحث إلى تحديد مواصفات المناهج في ضوء الدراسة الدولية للتقدم في القراءة (بيرلز-PIRLS)، وتحديد أوجه التشابه بين مناهج الدول المتقدمة فيه، وتقويم مناهج المملكة العربية السعودية في ضوء معاييره. وقد اعتمد هذا البحث على المنهج الوصفي التحليلي، وتكون مجتمعه من (63) دولة، وقد اختيرت عينته بالطريقة القصدية؛ وتم اختيار الحاصلين على المراكز الخمس الأوائل وهم: الاتحاد الروسي وسنغافورة وهنج كونج وإيرلندا وفنلندا في (اختبار بيرلز)، وقد اُتبع المنهج الوصفي التحليلي، واُستخدمت بطاقة للتحليل وبطاقة للتقويم في جلب بياناته.  وقد تم التوصل إلى (29) عبارة رئيسية، و(17) عبارة فرعية تصف مناهج الدول المتقدمة في الدراسة الدولية للتقدم في القراءة، وقد كانت نسبته تشابه مناهج الدول عينة البحث (93%) تقريبًا. وقد اتفقت مناهج المملكة العربية السعودية مع تلك الدول في (20) معيارًا أي ما نسبته (61%) تقريبًا، ونسبة اختلاف المملكة معها (39%) تقريبًا ويعد الفارق كبيرًا.  وقد أوصى الباحثان بالتركيز على مناهج اللغة / القراءة في الصفوف الأولية، وتخصيص ما يقارب (40%) من الوقت لتنمية مهاراتها، وجعل الصف الرابع الابتدائي ضمن الصفوف الأولية، والتركيز على المهارات الأساسية في الصفوف الأولية، وتبني تنظيمًا للمنهج يركز على الطالب، ويجعله محور العملية التعليمية، مثل منهج النشاط، وتعديل اتجاهات الطلاب نحو القراءة، وجعلها ممتعة لهم مما يجعلهم يعيشون تجربة أدبية، وجعل القراءة وسيلة لتعلم الطالب في بقية الصفوف التالية للصف الرابع الابتدائي. كما تم اقتراح بعض المقترحات. The research aimed to define the specifications of the courses in terms of the Progress in International Reading Literacy Study (PIRLS), and to identify the similarities between the course specifications of developed countries. It also aimed to evaluate the courses Saudi Arabia according to its standards. This research used the descriptive analytical approach, which consist of (63) countries. The samples were chosen using the intentional approach where the first five places were chosen as follow: the Russian Federation, Singapore, Hong Kong, Ireland and Finland in the (PIRLS Test). The approach followed the analytical descriptive and used one card for analysis and another one for evaluation to fetch its data.  The findings reached (29) main phrases, and (17) sub-phrases that describe the approaches of the developed countries in terms of the Progress in International Reading Literacy Study. The ratio of similarity between the approaches of the chosen countries is approximately (93%). The specifications of the courses of Saudi Arabia have matched with those countries in (20) standards which is approximately (61%), where the ratio of dissimilarity is approximately 39% which consider as a significant difference. The researchers recommended to focus on language / reading in the primary grades and allocating approximately (40%) of the time to develop students' skills. They also recommended to add the fourth elementary class to the primary grades and focusing on the main skills of the students in the primary grades. Furthermore, the researchers suggested to adoptee course structure that focuses on the student making it the focus of the educational system such as activity approach and adjusting students' attitudes towards reading to make them enjoy it and have a literary experience. Also, one of the recommendations is to make reading a vital for student learning in the rest of the following grades for the fourth grade of primary school. Some recommendations were also proposed.
