This research investigated the impact of the comprehensive quality administration on the performance of the human resource administration, applied on the Ministry of Higher Education and Scientific Research. The main question of this study is to what extend can the comprehensive quality administration develop the performance of the human resource administration? The research used the descriptive analytical and the historical methodology. The study examined the following hypotheses, there is a significant statistical relationship between the comprehensive quality administration and the performance of the human resource. administration, there is a significant statistical relationship between continuous improvement and the administration of human resources, also, there is a significant relationship between the support of the higher administration of the ministry and the performance of the human resources administration, there is a significant statistical relationship between giving attention to the client and the performance of the human resource administration, there is a significant statistical relationship between the participation of the workers and the performance of the human resource administration and finally, there is a significant relationship between training and the human resource administration. The study concluded with many finings, such as, from the study we found there is a correlative relationship between the qualityو administration and the performance of the human resource administration, also, there was a correlative relationship between the participation of the workers and the performance of the human resource administration, also the study found that there was a correlative relationship between training and the performance of the human resource administration, and the ministry of Higher Education and Scientific Research concerned with continuous improvement of the services. According to the findings, the study recommended the following: the ministry should give more concern to the continuous improvement to the services given to the public, also, the ministry should concern with to measure to what extend the public satisfied with the services, and the ministry should spread the culture of comprehensive quality between all members of the workers.
