تعد مؤسسات التعليم العالي ومعاهد نظم المعلومات الإدارية من أهم الركائز، وأعظم المنطلقات التي تنطلق من خلالها عجلات التنمية والرقي الحضاري، فضلاً عن دورها المهم في غرس قيم المجتمع والحفاظ على منظومتة الأخلاقية والقيمية، لذلك يقاس تقدم الجامعات والمعاهد بمقدار ماتقدمة لخدمة مجتمعاتها، وهذا يستوجب الإهتمام باعتماد مؤسسات التعليم العالي عامة ومعاهد نظم المعلومات الإدارية خاصة وتقييم وقياس أداء هذة المؤسسات من أجل إحداث نقلة نوعية في مخرجات تلك المعاهد لذلك يهدف البحث الحالي إلى: التعرف على الإطار الفلسفي لضمان جودة التعليم والإعتماد لمؤسسات التعليم العالي بمصر، والتعرف على واقع ثقافة الجودة والاعتماد بمعاهد نظم المعلومات الإدارية بوزارة التعليم العالي بمصر، والتعرف على مقومات اعتماد معاهد نظم المعلومات الإدارية بوزارة التعليم العالي بمصر، و الوصول إلى المقترحات والتوصيات الخاصة بتوفير مقومات اعتماد معاهد نظم المعلومات الإدارية بوزارة التعليم العالي بمصر وذلك من خلال الجانب النظري والدراسة الميدانية ، ولقد استخدم الباحث المنهج الوصفي للوقوف على مقومات اعتماد معاهد نظم المعلومات الإدارية من خلال ما توفر من إحصاءات ومقابلات واستطلاع آراء أعضاء هيئة التدريس والهيئة المعاونة. ومن خلال الدراسة النظرية والميدانية توصل الباحث إلى عديد توصيات ومقترحات كان من أهمها: 1) أن تقوم إدارة معاهد نظم المعلومات الإدارية بتطبيق معايير الجودة وتوفير التمويل اللازم لإعداد الخطة الإستراتيجية ودعم الخطط التمويلية اللازمة لتنفيذ الخطة الإستراتيجية. 2) أن تكون رؤية ورسالة معاهد نظم المعلومات الإدارية مشتقة من رؤية مصر 2030، وأن تعلن هذة المعاهد إلتزامها بتحقيق دورها في رؤية مصر 2030، وأن تكون الأهداف الإستراتيجية متبنية المنهج الإصلاحي والتنموي والدور المجتمعي، وأن تكون الخطط التنفيذية واقعية العدد والمدة والتكلفة. 3) أن يتم اختيار القيادات الأكاديمية بمعاهد نظم المعلومات وفقاً لمعايير موضوعية ومعلنة وآليات ذات شفافية تحقق تكافؤ الفرص وتداول السلطة. 4) يجب علي عمداء معاهد نظم المعلومات الإدارية مشاركة جميع العاملين بالمعهد في في أنشطة الجودة وأنشطة الخطة الإستراتيجية للمعهد مع إعداد كوادر بالمعهد تتبني تحقيق تنفيذ معايير الجودة. 5) أن يتم إختيار مدير وحدة ضمان الجودة بهذة المعاهد عن طريق إعلان مرفق بة الشروط اللازم توافرها في شغل هذة الوظيفة بشرط أن يكون المتقدم لهذة الوظيفة حاصل عليى دورات تدريبية في مجال الجودة من هيئة الاعتماد وضمان جودة التعليم بمصر. Higher education institutions and management information systems institutes are considered one of the most important pillars through which the movements of the development and the civilization advance are derived, as well as their important role in implanting the values of the society and preserving its ethical and value system. Therefore, the progress of universities and higher institutes is measured by their provided amount to serve their societies. This in turn, requires concerning about higher education institutions in general and management information systems institutes in particular, as well as evaluating and measuring the performance of these institutions in order to achieve a qualitative shift in the outputs of these institutes. Therefore the present research aims to: Identify the philosophical framework for assuring the quality of education and accreditation for higher education institutions in Egypt, recognize the reality of quality culture and accreditation at the institutes of management information systems at the Ministry of Higher Education in Egypt, recognize the elements of accreditation of management information systems institutes at the Ministry of Higher Education in Egypt, and access to the proposals and recommendations for providing the ingredients of accreditation of management information systems institutes at the Ministry of Higher Education in Egypt, through the theoretical part and the field study. The researcher used the descriptive method to determine the elements of the accreditation of management information systems institutes through the available statistics, interviews and polling the views of faculty members and the assisting body. Through the theoretical and field study, the researcher reached several recommendations and proposals, the following are the most important: 1) The management of management information systems institutes should implement the quality standards and provide the necessary funding in order to prepare the strategic plan and support the necessary financing plans in order to implement it. 2) The vision and mission in these institutes should be derived from Egypt's 2030 vision, and that these institutes should announce their commitment for achieving their role in Egypt's 2030 vision, and also the strategic goals should adopt the reform and development approach and the societal role, as well as the implementation plans should be realistic in number, duration and cost. 3) The academic leaders in these institutes should be chosen according to objective and announced criteria with clear mechanisms in order to achieve equal opportunities and the circulation of authority. 4) The deans in these institutes should participate all the institute's employees in the quality activities and the activities of the institute's strategic plan, as well as prepare cadres in the institute adopt achieving the quality standards. 5) The manager of the quality assurance unit in these institutes should be chosen according to an advertisement that attached with the necessary conditions to fill this position and the applicant for this position should have a number of training courses in the field of quality from the National Authority for Quality Assurance and Accreditation of Education in Egypt.
