هدف هذا البحث إلى تنمية مهارات الإدارة الإلكترونية لدى مديري المدارس الثانوية بجمهورية العراق، والتوصل إلى المعايير الواجب مراعاتها فى تصميم برنامج تدريبي متنقل قائم على تطبيقات الهواتف الذكية ولتحقيق هذا الهدف قام الباحث بتصميم برنامج تدريبي متنقل قائم على تطبيقات الهواتف الذكية حيث تم اختيار عينة البحث من المجتمع الرئيس الذي يتكون من مديري المدارس الثانوية في محافظة نينوى وتكونت عينة البحث من (30) مديراً من مديري مدارس المرحلة الثانوية بمحافظة نينوى بالعراق كعينة عشوائية في مجموعة تجريبية واحدة. وقام الباحث بتطبيق أدوات البحث (اختبار تحصيلي وبطاقة ملاحظة) قبليا ثم بعديا على تلك العينة. وتوصل البحث الحالي الي النتائج الآتية: 1) توجد فروق دالة إحصائيًا (0.05) بين متوسطي درجات المجموعة التجريبية في التطبيق القبلي والبعدي للاختبار التحصيلي لصالح التطبيق البعدي. 2) توجد فروق دالة إحصائيًا (0.05) بين متوسطي درجات المجموعة التجريبية في التطبيق القبلي والبعدي لبطاقة الملاحظة المرتبطة بالجوانب الأدائية لمهارات الإدارة الإلكترونية لصالح التطبيق البعدي. The aim of this research is to develop the electronic management skills of high school principals in the Republic of Iraq, and to reach the standards that must be taken into account in designing a mobile training program based on smart phone applications. To achieve this goal, the researcher designed a mobile training program based on smart phone applications, where the research sample was chosen from the main community that consists of high school principals in Nineveh Governorate, and the research sample consisted of (30) high school principals in Nineveh Governorate, Iraq, as a random sample in one experimental group. The researcher applied the research tools (achievement test and observation card) before and afterwards on that sample. The current research reached the following results: 1) There are statistically significant differences (0.05) between the mean scores of the experimental group in the pre and post application of the achievement test in favor of the post application. 2) There are statistically significant differences (0.05) between the mean scores of the experimental group in the pre and post application of the observation card related to the performance aspects of electronic management skills in favor of the post application.
