يهدف البحث الحالي إلى تصميم خريطة إستراتيجية مقترحة للمركز القومي للبحوث التربوية والتنمية بمصر في ضوء الفكر الإستراتيجي المعاصر. وتعد الخريطة الإستراتيجية أحد الأدوات الإدارية المبتكرة التي تسهم في وصف الأداء الإستراتيجي للمؤسسة، والذي يعكس قدرتها على تحقيق أهدافها المستقبلية، كما تعرض تلك الخريطة الخطة الإستراتيجية للمؤسسة من خلال تصور مرئي مختصر في صفحة واحدة يتضمن العناصر الأساسية للخطة وأهدافها وفقًا لمنظورات بطاقة الأداء المتوازن، وذلك من أجل إضفاء قيمة مستقبلية للفئات المستفيدة من خدمات المؤسسة وأنشطتها بما يؤدي إلى سرعة توصيل خطتها الإستراتيجية إليهم وتعزيز إدراكهم واستيعابهم لمتضمناتها، وبما ينعكس على فاعلية مشاركتهم في تنفيذها، ومن ثم تحسين أدائها وإكسابها ميزة تنافسية. وقد عرض البحث بعض نماذج من الخرائط الإستراتيجية بالمؤسسات التعليمية والبحثية المختلفة. واعتمد البحث على أسلوب دراسة الحالة كأحد أساليب المنهج الوصفي، واستخدم أداة المقابلة الشخصية مع بعض القيادات وأعضاء هيئة البحوث بالمركز لتعرف واقع أدائه الإستراتيجي، والاستفادة من المقترحات المقدمة في تصميم الخريطة المقترحة. وتم عرض المخطط المبدئي للخريطة على عدد من الخبراء في مجال الإدارة والتخطيط التربوي لتحكيمه، ثم توصل البحث إلي الصورة النهائية للخريطة الإستراتيجية المقترحة للمركز، وتضمنت سبعة عناصر هي: رؤية المركز- رسالته – أهدافه – المستفيدون - العمليات الداخلية - التعلم والنمو - الموارد المالية، وكذلك تم عرض المتطلبات اللازمة لتنفيذها. The current research aims to develop a proposed strategy map for the National Center for Educational Research and Development (NCERD) in the Arab Republic of Egypt in the light of the contemporary strategic thought. The strategy map is a creative administrative device that contributes in describing the strategic performance of the organization, which reflects its ability to achieve its future objectives. The strategy map also shows the strategic plan of the organization with all of its components through a brief visual representation on a single page according to the balanced scorecard perspectives, in order to create future value for customers. This helps the organization to rapidly communicate its strategic plan to the customers and enhances their understanding and awareness of it and allows for its better execution. Thus the organization can improve its performance and gain a competitive advantage. The research has presented some models of strategy maps in different educational and research institutions. It uses the descriptive methodology and the case study of the (NCERD). Some interviews were conducted with some of the leaders and research staff members of the (NCERD) in order to explore the status quo of the of the center’s strategic performance, and to benefit from their suggestions in developing the proposed strategy map. The initial plan of the strategy map has been presented to some of the educational administration and planning experts in order to review and provide their feedback and modifications. Then the research has reached the final form of the proposed strategy map for the center. It includes seven elements, namely: the vision of the center, its mission, its strategic objectives, its customers, the internal processes, learning and growth, and the financial resources. Then the necessary requirements for the execution of the proposed strategy map have been presented. (Published abstract)
