The systems of organizational excellence allow for the detection of weaknesses in the processes of teaching and learning, and help to develop and apply standards that predict errors to find ways to address them to prevent error before it occurs, and find mechanisms that contribute to changing the way of thinking about how the current work to how better performance through innovative ideas that achieve quality and excellence at work. Accordingly, the study problem was identified in answering the following question: what is the role of the government system of excellence in improving the teaching and learning processes in the education council schools (1) scope (2) at the Ministry of Education? The aim of the study was to identify the benefit of the fourth-generation system of excellence in improving the teaching and learning processes in the education council schools (1) the educational scope (2) at the Ministry of Education / UAE. The importance of the study is that it highlights the issue of benefiting from the criteria of the system of government excellence in the development and improvement of learning and teaching processes, as all educational institutions promote the culture of excellence in education "as an essential activity, and education needs to encourage the creation of a learning environment conducive to creativity and innovation to improve learning and learning processes.
