هدفت الدراسة الحالية إلى الكشف عن واقع التكفل النفسي والتربوي بفئة ذوي الاحتياجات الخاصة في المدارس الجزائرية، زيادة على مقارنة استراتيجيات قطاع التربية في مجال الرعاية النفسية والتربوية لهذه الفئة من جهة، واحتياجات هؤلاء وأسرهم من جهة أخرى. وقد كشفت الإحصاءات الوطنية في الجزائر، وذلك حسب الرابطة الجزائرية لحقوق الإنسان، بأن نسبة ذوي الاحتياجات الخاصة تشكل 10% من المجتمع الجزائري، أي حوالي 4 ملايين معاق، بينما تقدر الإحصائيات الرسمية -ومنذ 2010- أن عددهم بلغ 2 مليون معاق فقط. ولهذا كان لزاما على وزارة التربية الوطنية بالجزائر أن تولي اهتماما أكبر بالطفل -المتمدرس بشكل خاص - من ذوي الاحتياجات التربوية الخاصة وأسرته ومعلميه، من حيث الرعاية والتكفل النفسي والتربوي بهم، وذلك من خلال إعداد وتطوير برامج علاجية مكيفة حسب نوع الاعاقة لديهم. هذا بالرغم من القفزة النوعية التي حققها القطاع في هذا المجال. The aim of the current study is to reveal the reality of psychological and educational support within Algerian special needs schools, and to assess the strategies of the education authority regarding the psychological and educational support provided for this group of pupils, comparatively to the actual needs of these children and their families. Statistics have revealed that the number of physically, mentally and psychologically disabled people reaches 500 million worldwide, equivalents to 10% of the world population. In Algeria, the Algerian League for Human Rights has recognized that the percentage of people with special needs is 10% of the total population, or about 4 million disabled people, while official statistics – from 2010 – put the number at 2 million. While there is agreement that a qualitative leap has been achieved in the domain, the Ministry of National Education in Algeria is still required to pay more attention towards children – especially schoolchildren - with special needs, their families and teachers, in terms of psychological and educational care and support, by preparing and developing suitable programs adapted to each type of disability.
