إن الإصلاح التربوي البناء هو إصلاح يهدف لتطوير أساليب العمل، وإدخال تعديلات وتحسينات مختلفة (على مستوى المضامين و المحتويات و طرائق التدريس) ترقى بالتعليم إلى المستويات المؤهلة لتحقيق التنمية والتقدم العلمي لذا يجب أن تكون عملية الإصلاح التربوي مخططا لها مراعية ملائمة الظروف التنفيذية، وتبحث عن أساليب متطورة تبعث الجديد في النظام التعليمي القائم بحيث تجعل منه نظاما عالميا دون المساس بمبادئ المجتمع ومقوماته فالإصلاح الذي يكون دخيلا عن المجتمع هو إصلاح محكوم عليه بالفشل. وقد شهدت المنظومة التربوية الجزائرية إصلاحات مست مختلف الأطوار التعليمية فبعدما كانت تسير وفق بيداغوجيا الأهداف أصبحت بمقاربة جديدة هي مقاربة التدريس بالكفاءات، الأمر الذي يدفع إلى التساؤل عن معنى و فحوى هذه المقاربة وخلفيات تأسيسها مع الصعوبات التي اعترضت التحقيق الأنسب لها. The effective educational reform aims at developing work methods, introducing various amendments and improvements (in terms of content, and teaching methods) to enhance education to high levels of development and scientific progress. Therefore, the educational reform process must be planned taking into consideration the executive circumstances and looking for advanced methods that bring new in the existing educational system to make it a global system without overlooking the principles of society and its components because any odd reform to the society is doomed to failure. The educational system in Algeria has witnessed reforms in various educational phases. Following the pedagogy of the goals, it has become a new competency based approach which leads to the question of the meaning and content of this approach and the background of its establishment with the difficulties that hindered the most appropriate implementation.
