This study aimed to examine the reality of the administrative foundations used in the management of waste and losses in Jordanian public universities, and then to propose a suggested foundations of management to manage the waste and losses taking in consideration the what exists and what should be, in light of the answer of the following questions: 1) what are the administrative foundations currently used in the management of waste and losses in Jordanian, and non-Jordanian universities ? And in what fields? 2) How do deans, vice deans, heads of departments and faculty members, rate the suggested proposed foundations of the waste management? 3) Are there any significant statistical differences at the level of (0.05≥ α) in estimating the deans, vice deans, heads of departments, and faculty members in rating the foundations of waste and losses management proposed due to: (the university, sex, college, years of service, grade and job title, and the source of the certificate)? 4) What are the proposed administrative foundations for management of waste and losses in Jordanian public universities? And what are the fields? The study population consisted of deans, and their deputies, heads of departments, and faculty members in the ten Jordanian public universities, for the academic year 2011-2012, the total number was (3883) participants. A stratified random sample was chosen from the study population consisted of (1430) of the study population. To achieve the objectives of the study, a questionnaire was designed, consisted of five areas: the foundations of hiring the faculty members, promoting them, administrative measures to curb the brain drain of faculty members, accepting students, and the administrative measures to reduce students drop out and failing school), the questionnaire consisted of (87) items. The tool veracity was confirmed through the sincerity of the arbitrators, and factor validity, while to confirm the stability and solidity of the tool, the researcher used two ways to calculate the stability factor - the application and re-application of the tool (test-re-test), on a sample of (50) academic leaders, who are not included in the sample of the study, with time gap of two weeks in between, and then calculated Pearson correlation coefficients between the results of two applications, where the reliability coefficients which was ranging between (0.83 to 0.90) for the fields, and (0.92) for the whole tool, also in Cronbach alpha method for the internal consistency of the items, the values of the stability coefficients of the fields were ranging between (0.80 to 0.89), and (0.90) for the whole tool, which is high value in both methods, and indicate the possibility of applying the tool. To analyze the data the researcher used the averages, standard deviations, multiple analysis of variance test (MANOVA), factor analysis test, and the post. Comparisons. The results of the study: 1) the estimates (rating) of the study sample ranged between very high and high for all fields of the tool. 2) There were obvious differences in the mean of the estimates of the sample in the fields of management of waste and losses in public universities in Jordan, in accordance to the different variables of sex, the university, specialization, years of experience, academic rank, job title, and the source of the certificate . And to examine the statistical significance of these differences, the researcher used the multiple analysis test of variance, and Scheffe test for the post comparisons. At the end of the study, the researcher recommended the adoption of the administrative foundations, that have been achieved in the five fields) involved in the study of the management of waste and waste and losses in public universities in Jordan.
