تعد ادارة الجودة الشاملة من أكثر المفاهيم الادارية التي استحوذت على الاهتمام كونها فلسفة شاملة وأسلوب عمل يمكن المنظمة من تحقيق ميزة تنافسية تساعدها على البقاء والاستمرار في ظل المتغيرات البيئية المتلاحقة. يهدف البحث الى تقويم الكفايات الإدارية التي يمتلكها مديري المدارس الابتدائية وفق معايير إدارة الجودة الشاملة. تمثلت مشكلة البحث في السؤال عن الكفايات الإدارية التي يمتلكها مديرو المدارس الابتدائية والتي تتلاءم مع معايير إدارة الجودة الشاملة. ولتحقيق هدف البحث استخدمت الباحثة المنهج الوصفي التحليلي، كذلك قامت ببناء استبانة لهذا الغرض اشتملت (48) فقرة موزعة على المحاور السبعة (الاتصال الإداري، اتخاذ القرار، التخطيط والتنظيم، العلاقات الإنسانية، إدارة الوقت، التقويم، التجديد المعرفي). توصل البحث إلى مجموعة من الاستنتاجات والتوصيات. (TQM) is one of the most important administrative concepts because it is a comprehensive philosophy and business style enables the organization to achieve competitive advantage that helps it survive and sustain successive environmental changes. The aim of the research is to evaluate the administrative competencies that the principals of primary schools have in accordance with the standards of Total Quality Management using the criteria of comprehensive management according to following axes administrative communication decision making planning and organizing human relations time management assessment, knowledge innovation. As the problem of research in the question about the administrative competencies of primary schools principals which are consistent with (TQM) standards. To achieve the objective of researcher used the analytical descriptive method, so that the researcher set a questionnaire for this purpose includes (48) questions on seven axes. The research reached a set of conclusions and recommendations. (Published abstract)
