Community partnership between education and community institutions is an important factor in improving the role of education, promoting it and addressing its problems. Therefore, the present study is intended to identify the roles of special education and the roles of the community institutions to activate the community partnership and its obstacles and to offer a proposed approach for activating the social partnership between the institutions of society and special education. To achieve the objectives of the study the descriptive approach was used following documentation and surveys through a questionnaire as a tool for data collection from the male and female supervisors of the general directorate of education of the ministry of education in the Kingdom of Saudi Arabia. The study has shown that the male and female supervisors of special education, who aim to confirm the roles of special education in activating the social partnership with the institutions of the society to a very large extent, reaching the general arithmetic mean (4.62). They also strongly emphasize the roles of the community institutions in activating the community partnership with special education, where the general arithmetic mean was (4.62). The study also found that the male and female supervisors of special education tend to emphasize the obstacles of activating the community partnership with the special education institutions of the society to a very large extent, with a general arithmetic mean of (3.75). Finally, the researcher has constructed a proposed approach for social partnership between the institutions of society and special education that includes: general goal, specific goals, rationale, bases, foundations, mechanisms and implementation requirements. The most important recommendations of the study: 1) to spread the culture of social partnership in the educational and social circles. 2) Seeking to activate the community partnership between special education and community institutions by the concerned authorities according to the roles reached by the study. 3) Seeking to overcome obstacles to activate the partnership community between special education and community institutions revealed by the study by the concerned authorities. 4) Adopting the proposed approach to activate the community partnership between special education and community institutions revealed by the study by the concerned authorities.
