تتناول وتهدف هذه الدراسة الى التعرف على موضوع الجودة الشاملة في التعليم بعرض الجوانب النظرية المرتبطة بالجودة في التعليم و نظرا لما تعانيه معظم مؤسساتنا من ضعف وسوء ادارة الموارد، وضعف المخرجات التعليمية، سلطنا الضوء في هذا المقال على هذا المفهوم الذي اصبح أسلوبا حديثا في التسيير البيداغوجي والإداري وتفعيل الأداء البشري. حيث ان التحدي الحقيقي يكمن في الايمان بهذا المفهوم ووضعه موضع التطبيق العملي. وخلصت الدراسة الى ضرورة الالتفات الى هذا المفهوم والعمل به بمؤسساتنا التعليمية والجامعية كاسلوب عمل حديث واعتباره من اهم الوسائل والأساليب الفعالة لتحسين بنية النظام التربوي والتعليمي بمختلف مكوناته البشرية والمادية والارتقاء بمستوى أدائه. فما هو هذا المفهوم وماهي فوائده ومبادئه؟ وماهي المعايير العالمية للجودة الشاملة في التعليم ؟ وما هي معوقات تطبيقه و اليات تطبيقه في التعليم ؟؟ فكيف يمكن ان نبدا ؟ وكيف يمكن الوصول الى الغايات من تطبيق هدا المفهوم و هل يمكن توظيف الجودة الشاملة في مؤسساتنا التربوية بكل أنظمتها ؟ (الملخص المنشور)

The article examines the issue of global quality in high education which has recently become a method in teaching management and human performance activation. This article which emphasizes on the literature of development and global quality, and on previous studies so as to the article. And because of what ails most of our institutions of weakness and ill in resource management, the output of education weakened , and to make it strong we focused in this article on the concept of the overall quality and the Steering Pedagogic and their characteristics multiple, as real challenge lies in faith in this concept and implemented in practically. The study concluded that it is necessary to pay attention to this concept and work with our educational and university institutions As a modern work method And consider it like one of the most effective means and methods to improve the structure of the educational system and its various human and material components And upgrading its work, so what is this concept and what are its benefits and principles? and what are the global standards of total quality in education? and what are the obstacles and ways to apply it in education? So how can we start? and how we can get to the benefits of applying this concept? Can comprehensive quality be employed in our educational institutions in all its systems? (Published abstract)
