هدفت الدراسة إلى تعرف التجارب والاتجاهات العالمية المعاصرة في النشر الإلكتروني، وتقييم وضع النشر الإلكتروني في المملكة العربية السعودية في مجال البحث العلمي، والوقوف على أبرز التحديات التي تواجهه، ودوره في تفعيل حراك البحث والنشر العلمي، ومن ثم وضع تصور مقترح بالاستفادة من التجارب والخبرات العالمية المعاصرة لتفعيل دور النشر الإلكتروني لتحقيق حراك البحث العلمي في المملكة العربية السعودية، وإبراز دور الجامعات في الإسهام في دعم النشر الإلكتروني في مجال البحث العلمي. وقد استخدم المنهج الوصفي من خلال بعض الأدوات التي تمثلت فيما يلي: مقابلة مع بعض ذوي الخبرة من مجال النشر الإلكتروني، ودراسة استطلاعية مع بعض أعضاء هيئة التدريس، وتطبيق استبانة تتضمن عددا من الأسئلة صنفت في ثلاثة مجالات: واقع النشر الإلكتروني في المملكة والتحديات التي تواجه النشر الإلكتروني في مجال البحث العلمي ودور النشر الإلكتروني في تفعيل حراك البحث العلمي. This study aimed to identify the experiences of contemporary global trends in electronic publishing, and assess the status of electronic publishing in the Kingdom of Saudi Arabia in the field of scientific research, and stand on the major challenges facing it, and its role in activating the motionless scientific research and publishing, and then conceived proposal to benefit from the experience and expertise contemporary world to activate the role of E-publishing to achieve the mobility of scientific research in the Kingdom of Saudi Arabia, and to highlight the role of universities in contributing to the support of electronic publishing in the field of scientific research. The use descriptive approach through some of the tools which were as follows: an interview with some experienced in the field of electronic publishing, a prospective study with some of the faculty members, the application of a questionnaire containing a number of questions grouped in three areas: the reality of electronic publishing in the Kingdom of Saudi Arabia, challenges facing electronic publishing in the field of scientific research, the role of electronic publishing in the activation of the mobility of scientific research.
