استهدفت الدراسة الحالية بناء أنموذج مقترح للإشراف التربوي الداعم؛ لتمكین المدارس وتطویر العملیة التعلیمیة في المملكة العربیة السعودیة من خلال تحدید الأدوار التربوية والتكاملیة لكل من المدرسة والإشراف التربوي في ضوء الأنموذج وإعداد الأدوات والبرامج التدریبیة اللازمة لتطبیقه، ولتحقیق هذا الهدف اعتمد البحث على المنهج الوصفي حیث تم دراسة واقع الإشراف التربوي الحالي ومدى مناسبته في ظل تمكین المدارس والتي أوضحت أنه لابد من تطویر وتجدید الإشراف التربوي؛ لیتناسب مع عملیات التحسین والتمكین فانبثقت فكرة الأنموذج الداعم الذی یستهدف بشكل مباشر المؤسسة التعلیمیة (المدرسة) التي هي في الأساس مؤسسة خدمیة وكوادرها الإداریة، ومفاهيم القیادة التربوية والعملیات الإداریة، محاولا تطویر أداء العمل، وتغییر بعض المفاهيم التقلیدیة لدى بعض العاملین، وتمكین التقنیات التربوية والمعلوماتیة، وتعمیق استخدامها في العمل الإداری التربوي، والتركیز على النظام التعلیمی للمؤسسة (المدخلات، والعملیات، والمخرجات) من خلال دعم المؤسسة التعلیمیة بأدوات وتقنیات تمكنها من تطویر ممارساتها التربوية، ومخرجاتها التعلیمیة، والتخطیط لنفسها في ضوء أطر وسیاسات عامة، وأسالیب تقویم ترتكز على معاییر ومؤشرات لقیاس مدى تحقق الأهداف. وأكدت نتائج هذه الدراسة على أهمیة تفعیل الإشراف الداعم لتمكین المدرسة وتطویر العملیة التعلیمیة والاستفادة من الأدوات والبرامج التدریبیة اللازمة لتطبیق الأنموذج، وقد تم الخلوص بعدد من التوصیات بناء على نتائج الدراسة منها (تجربة الأنموذج على شبكة من المدارس وفق آلیة محددة؛ للتعرف على التحدیات التي تواجه التطبیق لتطویر الأنموذج وتجویده، والتدرج في تطبیق النموذج تجنبا للإرباك لجدة الممارسات الإشرافية على مشرفي الدعم والمساندة، وعقد دورات تدریبیة تأهيلیة للمشرفين قبل تطبیق الأنموذج؛ لتمكینهم من الاضطلاع بالمهام المناطة بهم، وعقد دورات تدریبیة للعاملین في ضوء الأنموذج على البرامج التدریبیة التالیة (تدریب المدربین – التخطیط الاستراتیجي – أنماط الإشراف وأسالیبه - قیادة الحاسب الآلي – مناهج البحث التربوي – التقویم الذاتي – إدارة الصف..)، ومراعاة التوازن في وضع خطط النمو المهني بین البرامج التدریبیة التربوية والبرامج التخصصیة، وإجراء دراسات أو بحوث تتناول مجال تمكین المدرسة وتحسین أدائها. The current study aimed at building a proposed model for supporting educational supervision to empower schools and develop the educational process in the kingdom of Saudi Arabia by determining the educational and complementary roles of the school and educational supervision in light of the model and preparing the necessary training tools and programs. Studying the status of the current educational supervision and its suitability in light of the empowerment of schools, which indicated that it is necessary to develop and renew the educational supervision to fit with the processes of improvement and empowerment. The idea of the supporting model which aims directly at the educational institution (the school), which is basically a service institution and administrative cadres, and concepts of educational leadership and administrative processes, trying to develop work performance, change some traditional concepts of some workers, and enable educational and informational techniques, (inputs, processes, and outputs) by supporting the educational institution with tools and techniques that enable it to develop its educational practices and educational outputs, and to plan for itself in the light of frameworks and policies, achievement of the objectives the results of this study confirmed the importance of activating the supporting supervision to enable the school to develop the educational process and to use the tools and training programs necessary to implement the model. A number of recommendations were made based on the results of the study (e.g. model experience on a network of schools according to a specific mechanism) which face the application to develop and improve the model, and the gradual application of the model to avoid confusion of the new supervisory practices on the support and support supervisors, and to hold training courses for supervisors before the application of the model; to enable them to carry out their tasks training courses for employees in the light of the model on the following training programs (training of trainers - strategic planning methods of supervision and methods computer leadership - educational research curricula - self-assessment - classroom management ..), taking into account the balance in the development plans vocational training programs and specialized programs, and conducting studies or research on the field of empowerment of the school and improve its performance.
