The current study investigated the role of educational and training institutions (universities and the institute of public administration) in the Kingdom of Saudi Arabia for human resources development to provide educational services, training and permanent education programs, in order to accomplish effective community partnership. Human resources development is considered an important prerequisite for achieving administrative development, which aims to achieve comprehensive community development, especially in the current economic challenges. The aim of this study was to: (1 detect the best important international practices in the human resources development besides the human capital investment. 2) Develop a proposed model of mutual training as a comprehensive community development channel). A descriptive method has been used in this research. Based on the literature review, method of expert evaluation has been utilized. Twenty-seven experts from the three-sector-society (governmental, private business, not-for-profit). According to the expert assessments, results showed that Singapore model has been ranked 1st first (56%) as the most significant world-wide model in human resources development in addition to the human capital investment. Correspondingly, the Singapore model was used to build-up a new proposed model, highlighting on its most significant key points for success as follows: 1) perfect investment of human capital, with care of human resources development, which made the Singaporean education system became a role model. 2) Training for qualifications and skill development is considered a strategic element in Singapore’s national development planning. 3) The integration between the Singapore’s three-sector-society has contributed to realize this level of comprehensive development, as an exclusive experience. Consequently, a proposed model has been set up for mutual training as a comprehensive community development channel in the Kingdom of Saudi Arabia, whereas experts authorized that it is convenient to Saudi society.
