This note studies the organizational structure of kindergarten in the southern Governorates of Palestine, and research the foundations of kindergartens design and requirements, and explore what these institutions should be able to meet the needs of children’s at this stage and then build a proposed strategy on the light of contemporary trends. The researcher follows descriptive analytical approach, forward-looking approach and constructivist approach. To this end, the researcher made prospective study using the Delphi method of two rounds, where the questionnaire (A round) was designed first, which it contain open questions involving four axes, according to the results of the first round was prepared questionnaire (B round), the questionnaire consisted of 47 items distributed on four major axes, where the study sample consisted of 54 experts from universities, the Palestinian Ministry of Education and community institutions in the southern provinces of Palestine, as the researcher used individual interviews and focused on the group methods. The most important results: 1) The number of kindergartens has grown between 2010 and 2015 from 251 kindergarten to (477) kindergarten and that, the private sector oversees the largest number of kindergartens. 2) The foundations of mainstream kindergartens in the Southern Governorates of Palestine were illustrated by three points: education and the society need, education and the individual need and education and the family need. 3) Recent trends indicate the importance of satisfying the child's needs and requirements, as many of the conventions and international conferences confirmed to ensure that all children enrolled in kindergartens, ensuring their education what they need to be able to deal with the variables they face. 4) Lot of weakness in the achievement of the desired goals kindergarten, is shown as the following: a) The kindergarten dependency absence as prelude of primary stage b) Twice the integrated development of mental, psychological, physical, social and religious capacities of a kindergarten child, and the weakness in supporting positive behavior and educational values of the child, and failure to control the administrative and academic work in kindergarten. c) Flaw in dependency is illustrated through kindergarten dependency for several quarters in terms of authority supervising the kindergarten. d) a lot of obstacles, challenges and problems facing the kindergarten of several aspects in terms of curriculum, supervision, financial support, available space for kindergartens, health and unavailable equipment.. etc. e) The future vision for kindergarten confirms to prepare a unified curriculum by the Ministry of Education, and to be attention to the physical environment of the kindergarten. Also the kindergarten must be supervision by the Ministry. The most important recommendations: 1) Mainstream kindergarten in the southern provinces of Palestine, and plan a unified national curriculum for kindergarten education sector. 2) Need to work on the official recognition the role of kindergarten teacher sector as an important and professional sector. 3) Capacity Building Program for kindergarten teacher which is an agreed nationally. 4) The constant development of publications accredited to the Ministry of Education (such as teacher's guide) to be updated and revised periodically, and networking between the Ministry of Education and various civil society institutions. 5) Follow-up for kindergarten and make periodic evaluations for the physical environment in the kindergarten like a healthy environment, public hygiene and health needs, besides the intensification of periodically visits to oversee and follow up on the performance of kindergarten teachers.
