The study aimed to identify the study of the impact of the teaching of human rights by using the cloak strategy expert in the development of the expressive fluency skills essential to have a fifth grade students. The study represented a problem through the following key question: What is the effect cloak employment expert in the skill level of fluency in the development of the expressive Study of the human rights of students (males - females) the fifth grade of primary schools in the international relief agency? And emerged from the following sub-questions: What are the expressive fluency skills have to be develop for students of the fifth grade? Are there static significant differences at the level of (0.05≥α) between the average marks of girls students in the tryout group who studied the Human Rights subject using the expert mantle strategy and their peers in the control group whom studied the Human Rights subject in the usual way when applying dimensional linguistic fluency skills tests? Are there static significant differences at the level of (0.05≥α) between the average marks of boys students in the tryout group and their peers in the control group when applying dimensional linguistic fluency skills tests? Are there static significant differences at the level of (0.05≥α) between the average marks of girls students in the tryout group and the boys students in the tryout group when applying dimensional linguistic fluency skills tests? The current study`s consisted assumptions are as follow: There are no static significant differences at the level of (0.05≥α) between the average marks of girls students in the tryout group whom studied the Human Rights subject using the expert mantle strategy and their peers in the control group whom studied the Human Rights subject in the usual way when applying dimensional linguistic fluency skills tests. There are no static significant differences at the level of (0.05≥α) between the average marks of boys students in the tryout group and their peers in the control group when applying dimensional linguistic fluency skills tests. There are no static significant differences at the level of (0.05≥α) between the average marks of girls students in the tryout group and the boys students in the tryout group when applying dimensional linguistic fluency skills tests. The researcher used in this study a semi-tryout method for its relevance to the nature of the current study as studying the Human Rights subject using the expert mantle strategy in the development of the fluency expressive skill. The study sample was chosen intentionally from two schools, first the male "E" primary school, and the last El- Zahra common School in Rafah. A semester for each subgroup was chosen in the sample so that the sample included four chapters, they was two tryout groups whom has studied human rights by using the expert mantle strategy, and the others of the control group whom has studied human rights in the usual way. Sample members were reached (194 students) divided into (97 girls and 97 boys) of the fifth grade for the academic year 2013-2014. The current study to addressed those important results: There are static significant differences at the level of (0.01) between the average marks of boys students in the tryout group whom studied the Human Rights subject using the expert mantle strategy and their peers in the control group whom studied the Human Rights subject in the usual way when applying dimensional linguistic fluency skills tests. The differences were in favor of the tryout group. There are static significant differences at the level of (0.01) between the average marks of boys students in the tryout group whom studied the Human Rights subject using the expert mantle strategy in the pretest with the same group when applying dimensional linguistic fluency skills tests. There are static significant differences at the level of (0.05) between the average marks of boys students in the tryout group whom studied the Human Rights subject using the expert mantle strategy and the boys students in the tryout group when applying dimensional linguistic fluency skills tests. It is clear that teaching using the expert mantle strategy is with a large significant impact on the development of expressive fluency skills in the Human Rights subject for the fifth-grade students from the sample.
