This study aims at recognizing the degree of practicing Total Quality Management by the officers of education departments and its relation with the participative leadership. In order to achieve the objectives of this study, the researcher used descriptive analytical approach. The population and the sample of the study consist of (114) deputy officers and heads of department. The researcher uses two questionnaires to collect the data and to answer the questions. The TQM questionnaire consists of (40) items that present four fields. The fields are: Strategic planning, continuous improvement and staff training, motivating staff and beneficiary satisfaction. The questionnaire of the participative leadership consists of (40) items that present four fields: participation in decision-making, authorization of power, communication and information construction and activating human relations. After applying both questionnaires by using SPSS, the following conclusions have been concluded: 1) The results show that the moving average linear weighted for the field of TQM is (72.65%). The following fields are presented consecutively: Strategic planning (76.77%), continuous improvement and staff training (74.38%), beneficiary satisfaction (73.10%) and motivating staff (66.25%). 2) The results show that the moving average linear weighted for the field of Participative Leadership is (77.82%). The following fields are presented consecutively: activating human relations (79.21%), communication and information construction (79.21%), authorization of power (77.42%) and participation in decision making (74.98%). 3) There was no statistical difference between the means of rating the degree of practicing TQM by the officers of Education officers of departments that can be attributed to the variable of sex, qualification and experience. 4) There was statistical difference between the means of rating the degree of practicing TQM by the officers of Education officers of departments that can be attributed to the variable of job title for those whose job title is deputy officer for both fields: strategic planning and staff motivating. For the other fields, there was no difference. 5) There was no statistical difference between the means of rating the degree of practicing TQM by the officers of Education officers of departments that can be attributed to the variable of sex, qualification and experience. 6) There was statistical difference between the means of rating the degree of practicing participative leadership by the officers of Education officers of departments that can be attributed to the variable of job title for those whose job title is deputy officer for the field of participation in decision making. For the other fields, there was no difference. 7) There is strong direct relation with statistical significance between the degree of practicing TQM and participative leadership by the officers of Education officers of departments.
