This study aims at identifying the degree to which to which Palestinian universities can apply the dimensions of the balanced scorecard and its relationship on improving administrative decisions’ making. This is in addition to studying the significance of the differences between the mean scores of the sample members relevant to the degree to which to which Palestinian universities can apply the dimensions of the balanced scorecard and its relationship on improving administrative decisions’ making in relation to the study variables (the university, scientific degree, administrative position, years of service). To realize the objectives of this study, the researcher used the descriptive analytical methodology and designed to questionnaires that include (52) paragraphs. The study population consisted of university faculty deans, their deputies, and heads of departments at the three universities; The Islamic University of Gaza, Al-Aqsa University and University of Palestine). The researcher distributed the questionnaire to all members of the study population whose number was (166) members, but 148 responses were received. The data of the questionnaires was analyzed by using the SPSS software. The study drew a number of findings, the most important of which are the following: 1) The degree of applying the balanced scorecard in the Palestinian universities had a relative weight of (66.50%) with a moderate percentage. 2) There are statistically significant differences at the level (0.05≤ α) between the mean scores of study sample members for the degree to which the balanced scorecard is applied in the Palestinian universities attributed to the variable of (the university) in favor of the Islamic University, and attributed to the variable (the administrative position) in favor of the dean’s deputy. 3) There are no statistically significant differences at the level (0.05≤ α) between the mean scores of study sample members for the degree to which the balanced scorecard is applied in the Palestinian universities attributed to the variables of (the scientific degree and years of service). 4) The degree of improving the administrative decision making at the Palestinian universities had a relative weight of (68.20%) with a high percentage. 5) There are statistically significant differences at the level (0.05≤ α) between the mean scores of study sample members for the degree of improving administrative decision making in the Palestinian universities attributed to the variable of (the university) in favor of the Islamic University, and attributed to the variable (the administrative position) in favor of the dean. 6) There are no statistically significant differences at the level (0.05≤ α) between the mean scores of study sample members for the degree of improving administrative decision making in the Palestinian universities attributed to the variables of (the scientific degree and years of service). 7) There is a direct correlative relationship between the mean scores of the study sample for the degree of applying the dimensions of the balanced scorecard and improving administrative decisions’ making at the Palestinian universities. The Study recommended: 1) It is important for the Palestinian universities to attract and employ more qualified persons who are able to apply the balanced performance scale cared. They should also adopt new administrative methods and tools through the spreading the institutional culture and through providing the good environment and circumstances. 2) The Palestinian universities should adopt clear standards for improving administrative decision making through focusing on scientific research and linking it to the objectives of the university and sustainable development plans of the society. 3) It is necessary to have a vision of planning for the universities in relation to investment and building income-generating projects.
