هدفت هذه الدراسة الكشف عن واقع التخطيط الاستراتيجي ومتطلبات تطبيقه في جامعة تبوك، وذلك من وجهة نظر القيادات الأكاديمية، وما إذا كانت هناك فروق بين استجابات أفراد الدراسة (74) فردًا تبعًا لمتغير طبيعة العمل الإداري (عميد، أو كيل، أو رئيس قسم). وللإجابة عن أسئلة الدراسة، تم تصميم استبانة مكونة من محورين هما: واقع التخطيط الاستراتيجي، وتكون من ثلاثين فقرة موزعة على أبعاد الرؤية والرسالة والأهداف الاستراتيجية والتحليل البيئي واختيار الاستراتيجية، والمحور الثاني متطلبات التخطيط الاستراتيجي، وتكون من (12) فقرة. أظهرت نتائج الدراسة أن واقع التخطيط الاستراتيجي في جامعة تبوك جاء بشكل عام بدرجة متوسطة في أبعاد الرؤية والرسالة والأهداف الاستراتيجية، في حين جاء بدرجة متدنية في بعد التحليل البيئي واختيار الاستراتيجية. كما أظهرت النتائج وجود فروق ذات دلالة إحصائية في واقع التخطيط الاستراتيجي في جامعة تبوك، تعزى لمتغير طبيعة العمل الإداري، ولصالح وكيل ورئيس قسم. وفي ضوء نتائج الدراسة، يوصي الباحث بالعمل على تحديد مكونات بيئة الجامعة الداخلية، ومجالات المتغيرات الخارجية، واستخدام العصف الذهني، وأسلوب السيناري وهات، وأسلوب دلفاي في عملية جمع المعلومات عن بيئة الجامعة. كما أوصت الدراسة بضرورة تدريب أعضاء لجنة إعداد الخطة الاستراتيجية على مهارات التحليل البيئي، ومهارات بناء الاستراتيجيات. This study aimed to investigate the reality of strategic planning and its application requirements at Tabuk University, from the perspective of the academic leadership; and to discover if there are any differences between the responses of the study participants (74) according to the nature of the administrative work variable (Dean, representative, or chief of department). To answer the study questions, a questionnaire was developed. This questionnaire consisted of two axes: 1) the reality of the strategic planning, and it contained thirty paragraphs divided on the dimensions of vision, mission, strategic objectives, ecological analysis and strategy selection. 2) The requirements of strategic planning, and it contained (12) paragraphs. The results of the study indicated that the reality of strategic planning at Tabuk University was generally in average means in the dimensions of vision, mission and strategic objectives, while it showed low means in the dimensions of ecological analysis and strategy selection. The results also showed statistically significant differences in the reality of strategic planning at Tabuk University, due to the nature of the administrative work variable, in favor of the representative and the chief of department. In light of the results of the study, the researcher recommends working on defining the components of the internal environment of the university, the areas of external variables, the use of brainstorming, the method of scenarios, and the method of Delphi in the process of collecting information about the university environment. The study also recommends the necessity of training members of the Strategic Plan Preparation Committee on ecological analysis skills and strategy-building skills. (Published abstract)
