This research addresses the legislative framework governing Palestinian higher education institutions, It was found that these institutions are classified in terms of their establishment to governmental, public and private institutions. Otherwise, they can be classified In terms of the Programs taught in these institutions to universities, university colleges, polytechnics and community colleges. Finally, the research showed that the higher education institutions are regulated by a legislative framework at all levels starting with the basic law, ordinary laws, regulations, and instructions. Furthermore, some of these legislations are deficient and need a legislative reforming. (Published Abstract)
