That transformational leadership is involved in operations involving successive steps, which include recognition of the need for change, a new vision, and make the change work of the founders and to clarify the vision, to accelerate the acceptance of the objectives of the Ministry of Education, and to provide individual support, and an effective leader seeks to change the core values and trends followers and thus be willing for high performance levels above the levels set by the Ministry of Education. And transformational leadership among officials in Kuwait seeks to increase awareness of the needs of his subordinates and convert this awareness needs to hopes and expectations, and then generated their motivation to satisfy their needs with regard to perception and self-fulfillment in their working lives. (Published Abstract)
