لم ينحصر تأثير تكنولوجيا المعلومات والاتصالات في المجال الذي ظهرت فيه، بل امتد إلى عدة مجالات منها، الاقتصاد، والتجارة، والطب،..إلخ. أما في التعليم فقد أصبحت كليات ومعاهد التعليم التقني تحتاج إلى بعض التحديثات بين الحين والحين الآخر مع عصر التطور حتى تواكب ما هو جديد، فهناك الكثير من المؤسسات التعليمية والإدارية تحتاج إلى تطوير وتحسين في الأسلوب التقليدي المتبع والذي أصبح أسلوباً متآكلا وبعيداً كل البعد عن المتطلبات العصرية لفاعلية العمل الإداري في عصر المتغيرات والتقانة والانفجار المعرفي. ﺇذ أصبحت العملية الإدارية الآن تحتاج إلى تطوير وتحسين حتى تستطيع أن تجد لها مكانا في عالم المتغيرات والتطورات السريعة والتقانة الحديثة. وفي ضوء ما تقدم يرى الباحث أن كليات ومعاهد التعليم التقني تحتاج إلى تحسين التنظيم الإداري فيها باستخدام تكنولوجيا المعلومات والاتصالات، نظراً لما تقدمه هذه التكنولوجيا من ميزة تنافسية في مجال العمل الإداري، وما توفره من كم هائل للمعلومات التي تحتاج إليها الأقسام العلمية والإدارية في عملية اتخاذ القرارات المناسبة، وإنجاز الأعمال الإدارية بأقل جهد وفي الوقت المناسب. ويهتم البحث بتحسين التنظيم الإداري في كليات ومعاهد التعليم التقني باستخدام تكنولوجيا المعلومات والاتصالات عن طريق الانتقال من العمل الإداري التقليدي إلى العمل المعتمد على تطبيقات تكنولوجيا المعلومات والاتصالات. وتتضح أهمية هذا البحث مما يلي: 1) يعود على ديوان هيئة التعليم التقني والتشكيلات التابعة له بالفائدة، وذلك عن طريق استخلاص النتائج التي ستسهم في تعزيز وتحسين التنظيم الإداري في الكليات والمعاهد التقنية وﺇمكانية استخدام هذه النتائج في تحسين وتطوير أداء الهيئة وتشكيلاتها بنحو يواكب التغيرات المستمرة في تكنولوجيا المعلومات والاتصالات. 2) الأخذ بالنظم والأساليب التكنولوجية الحديثة وإمكانية اﻹفادة منها عن طريق التوظيف الجيد. 3) جاء هذا البحث لتلبية الحاجة الملحة إلى الدراسات المحلية في مجال التنظيم الإداري وتكنولوجيا المعلومات والاتصالات الذي يتطلع الباحث إلى أن يفتح به أفاقاً جديدة للباحثين في مجال تكنولوجيا المعلومات والاتصالات. ويهدف البحث إلى تحسين التنظيم الإداري في كليات ومعاهد التعليم التقني باستخدام تكنولوجيا المعلومات والاتصالات. ولتحقيق هدف البحث اعتمد المنهج الوصفي التحليلي، ووظفت فيه الاستبانة التي اشتملت على خمسة مجالات وهي (الهيكل التنظيمي، والثقافة التنظيمية، والاتصال الإداري، ونطاق الإشراف، والمتطلبات)، التي تضمنت 71 فقرة، وذلك بعد عرضها على مجموعة من الخبراء المتخصصين في ديوان هيئة التعليم التقني وكليات ومعاهد التعليم التقني، فضلاً عن أساتذة الجامعات العراقية وفقا لمنهجية أسلوب دلفاي. واستعملت الوسائل الإحصائية (نسبة الاتفاق، والوسط المرجح، والوزن المئوي). وفي ضوء نتائج البحث توصل الباحث إلى بعض الاستنتاجات منها: 1) إن مجرد الحصول على التكنولوجيا لا يعني إمكانية تطبيقها واﻹفادة منها إلا إذا كانت هناك قاعدة ترتكز عليها متمثلة بضرورة انتشار الثقافة التكنولوجية، وقدرة الكليات والمعاهد التقنية على اﻹفادة من هذه التكنولوجيا واستيعابها ضمن هيكلها وعملياتها. 2) افتقار الهيئة إلى التمويل اللازم للاستثمار في تكنولوجيا المعلومات والاتصالات وفي مواكبة التطورات المتلاحقة في هذا المجال. 3) التخلص من طرائق وأساليب اﻹدارة التقليدية والاعتماد على العمل الالكتروني لجميع الوحدات والأقسام العلمية واﻹدارية في كليات ومعاهد التعليم التقني، من الأولويات الأساسية لتحسين التنظيم اﻹداري في الهيئة وكلياتها ومعاهدها. 4) وجود الحاجة إلى تدريب العاملين والعمداء ورؤساء الأقسام العلمية والتدريسيين على كيفية استخدام تكنولوجيا المعلومات والاتصالات. ومن أهم توصيات الباحث: 1) ضرورة توفير مخصصات مالية للاستثمار في مجال تكنولوجيا المعلومات والاتصالات. 2) تفعيل دور الرقابة والإشراف وتطوير أداء العاملين فيها وتحسين كفاءتهم المهنية ليسهموا ﺇيجابياً في تطوير وتحسين إدارة الكلية أو المعهد. 3) ضرورة توفير وسائل الاتصال الحديثة، وربطها بشبكة المعلومات الدولية (الانترنت) وتدريب الإداريين والعاملين في الكليات والمعاهد التقنية ولكل المستويات الإدارية والتعليمية والبحثية على استخدامها بما يسهم في تحسين إدارة الكلية والمعهد. 4) دعم الشبكة الداخلية للاتصالات بتكنولوجيا المعلومات في كل الأقسام العلمية والإدارية مما يتيح للعاملين استخدام الحواسيب وملحقاتها والانترنت وتطبيقاته وقاعدة المعلومات وتوفير البرمجيات الجاهزة، الأمر الذي يسهل انجاز كافة الأنشطة. المقترحات: 1) ﺇجراء دراسة تهدف إلى توظيف اﻹدارة الالكترونية في تطوير العمل اﻹداري في الجامعات العراقية. 2) ﺇجراء دراسة تستهدف متطلبات توظيف تكنولوجيا المعلومات والاتصالات في أدارة التعليم العام في العراق. The effect of information and communication technology don’t confined in the same range that appear in, but it extended to many fields such as economy, commerce, medicine. etc. but in education, colleges and institutes of technical education which became in need of some updates from time to time with the era of evolution to keep pace with evolving, so there are a lot of educational and administrative institutions that in need of the follow development and improvement of the conventional method which became old one and for away from the modern requirement of the effectiveness of administrative action in the era of variables and the explosion of knowledge. Whereas the administrative process which become in need of developing and improving to be able to find a position in the world change and rapid development and modern technology. Accordingly, the researcher thinks that the colleges and institutes of technical education in need of improving the administrative management by using the information and communication technology, due to this technology of competitive advantage in the administrative field, and they provided a wealth of information which been needed in scientific and administrative departments in the appropriate decisions, and work with less effort and in time. The following research is concerned with the improvement of administrative management in the colleges and institutes of technical education by using the information and communication technology by the transition from the traditional administrative work to on information and communication technology application, the identifies of the importance of this current research in: 1) Give the advantage to the board of technical education, by draw conclusions which will contribute to the strengthening and administrative management in the colleges and technical institutes and the possibility of using and technical institutes and the possibility of using this results in improvement and development of the committee performance and its alignments by the way that be in harmony with the continuous changes in the information and communication technology. 2) Follow of a modern technological system and methods with the ability of benefit from it by the good. 3) This research came to support the urgent need to the local studies in administrative management and information and communication technology which any researcher hope to penetrate a new horizon to researchers in the information and communication technology. The research aims at improving administrative management in colleges and institutes of technical education by using the information and communication technology. To achieve, the aim of research relied on descriptive analytical, used the clarify which contain five fields that (Organizational structure, Organizational culture, Administrative contact, Scope of supervision, Requirements) which contain 71 items, when submitted it to group of specialist experts in the office of the board of technical education and colleges and institutes of technical education and colleges and institutes of technical education in addition to Iraq: University professors in accordance with the methodology for the Delphi method. Used statistical methods (percentage agreement, center, weighted, percentage weight). According to the research results, the researcher arrived at some conclusions which are: 1) Just the access of technology don’t mean the possibility of application and benefit from it unless there is a base that concentrate on it represented by the need to prevalence of technological culture, and also the ability of colleges and technical institutes on benefit from this technology and absorbed within the structure and operations. 2) Lack of authority to funding which is necessary for investment in the information and communication technology and in keep up with rapid development in this field. 3) To get rid of the traditional ways and methods of administration and the reliance on the electronic work to all units of scientific and administrative deportment in colleges and institutes of technical education, one of the basic priorities for improving the administrative organization in the authority and its colleges and institutes. 4) The existence of the need to train staff and deans and heads of scientific departments and faculty on how to use information and communication technology. Recommendations researcher: 1) It is necessary to provide financial allocations for investment in the field of information and communication technology. 2) Activating the role of the over sight and supervision and develop the performance of their employees and improvement efficiency, to contribute positively to the development and improve the management of the college or the institute. 3) It is necessary to provide modern devices of communication, and liking it with the international information network (Internet) and also training of administrators and staff at colleges and technical institutes for all administrators and educational and research levels on using them contributes to the improvement the administrators of college or institutes. 4) Support the internal net work to communication with information technology in both the scientific and administrators departments so that this technology is available to all employees when needed for use of computers and its accessories and the Internet and its application and information base and provide a ready software, which facilitates the achievement of human activities. Suggestion: 1) Do a study that aimed at employing electronic management in the development of administrators work in Iraqi universities. 2) Do a study that aimed using information and communication technology in Public education administration in Iraq.
