تأتي هذه الدراسة كإطلالة على جانب من الجوانب التي تتناولها العلوم السياسية، والتي هي بعنوان الثقافة السياسية الفلسطينية وانعكاسها على مفهوم المواطنة لدى الشباب الجامعي الفلسطيني، لا لتضع نظرية جديدة في الثقافة السياسية بل تكمن أهميتها في كونها بمثابة مرآة تعكس واقع الثقافة السياسية الفلسطينية بقيمها ومعاييرها وبتنوعاتها المختلفة والمتعددة لدى الطلبة الجامعيين، ولتبين مدى أهمية وضوح ونقاء الثقافة السياسية الفلسطينية لما لها من أثر بالغ عند انعكاسها على مفهوم المواطنة بقيمها ومبادئها. إن المقاربة التي اعتمدت عليها الدراسة تقوم على توصيف وتحليل المعطيات الداخلية والخارجية التي أسهمت في تشكيل الثقافة السياسية الفلسطينية، مستخدمة أداة الاستبيان على الشباب الجامعي، لمعرفة مدى انعكاس الثقافة السياسية الفلسطينية على المواطنة في ظل وجود العديد من المتغيرات على الساحة الداخلية والعديد من التطورات. تبدأ الدراسة بتناول الثقافة السياسية ومرتكزاتها في إطارها العام، والثقافة السياسية الفلسطينية في إطارها الخاص موضحة أهم مراحلها والعوامل التي أثرت في تشكيلها؛ كما وتطل الدراسة على مفهوم المواطنة في أدبيات الفكر السياسي والاجتماعي، متطرقة إلى أهم المتغيرات المعاصرة ومدى انعكاسها على مفهوم المواطنة؛ ومن ثم دراسة ميدانية تأخذ عينة من طلبة الجامعات في قطاع غزة؛ وتنتهي الدراسة بطرح العديد من الاستنتاجات التي خلص إليها الباحث، أبرزها: 1) هناك عدم رضا وثقة بالثقافة السياسية الفلسطينية. 2) أن الثقافة السياسية الفلسطينية مشوهة وغير واضحة المعالم بالنسبة للطلبة مما أوجد تفاوتا وتباينا كبيرا في درجة الولاء من قبل شريحة واحدة من شرائح المجتمع، وأعطى مدلولا على وجود خلل كبير وتشوه تام في الولاء فالمرجعية الأساسية للطلبة هي الأحزاب وليس منظمة التحرير الفلسطينية. المصدر الأول من مصادر الثقافة السياسية للطلبة هي الفصائل والأحزاب. 3) وجود حالة من التردد والازدواجية عند الطلبة نحو وعيهم بمبادئ المواطنة، وانعكاس الانقسام السياسي الحاصل على البنية المجتمعية بشكل واضح من خلال تفاوت وجهات نظر الطلبة في ذلك. 4) أن الخلل الواضح يكمن في المرجعية والتوجه نحو النظام السياسي الأمر الذي غيب الشعور بأن منظمة التحرير الفلسطينية هي المرجعية الأساسية للشعب الفلسطيني وأدى إلى فقدان الإحساس بالهوية. 5) التشوه الكبير في قيم ومكونات وعناصر الثقافة السياسية الفلسطينية انعكس وبشكل سلبي على مفهوم ومبادئ وقيم المواطنة. 6) تعدد مصادر الثقافة السياسية لطلبة الجامعات واختلافها أدى إلى وجود خلل في قيم ومكونات الثقافة السياسية وعدم وضوحها. 7) وجود علاقة وثيقة بين الانتماء السياسي (الحزبي) وبين مكونات الثقافة السياسية الفلسطينية.(الملخص المنشور)

This study is a view to one aspect among the other aspects that are addressed by the political science under the title of "the Palestinian political culture and its impacts on the concept of citizenship among Palestinian university student. It is not to develop a new theory in the political culture, but its importance is almost like a mirror reflecting the reality of the Palestinian political culture with its values, standards and multiple varieties concerning the -university students, and to identify the importance of clarity and purity of the Palestinian political culture due to its profound impact upon their reflection on the concept of citizenship with its values and principles. The approach adopted in the study is based on the characterization and analysis of internal and external data which had contributed in forming the Palestinian political culture, using the questionnaire tool of the university students aiming at deducing the extent of the reflection of the political culture on the Palestinian citizenship in the presence of many variables an many developments on the internal arena This study begins to address the political culture and its bases in its general framework and the Palestinian political culture within its particular framework pointing out the most important stages and factors that affected in its formation; the study also gives an overlook at the concept of citizenship through the bases of political and social thought clarifying the most important contemporary variables and the extent of their reflection on the concept of citizenship; and then it provides a field study by having a sample of university students in the Gaza Strip; and ending with bringing out many conclusions and recommendations reached by the researcher, the most important of them are as the following: 1) There is a lack of confidence and satisfaction of the Palestinian political culture. 2) the Palestinian political culture is distorted and not clearly defined for students, the thing that created considerable disparity and variation in the degree of loyalty by one group of the society, and that gives an indication that there is great imbalance and distortion in loyalty due to the fact that the basic reference for the students are parties and not the Palestinian Liberation Organization. 3) The primary source of political culture for the students are factions and parties. 4) also a case of hesitation and duality made by the students about their awareness of the principles of citizenship, as well as to the reflection of the political division that clearly touches the community structure because of the varied perspectives of students in this issue. 5) Clear imbalance is centralized in the reference and tendency towards the political system which abolished the feeling that the PLO is the basic reference for the Palestinian people and led to the loss of a sense of identity. 6) Large distortion in the values and components of the Palestinian political culture was reflected negatively on the concept, principles and values of citizenship. 7) The Multiplication of the political culture resources to the university students and their variations led to finding a disorder in the values and components of the political culture and its ambiguity.
