The importance of this study lies in the importance of the human resources that are qualified to manage the conflicts and deal with them as important administrative phenomena which must be paid attention by any administrator. A Conflict is considered one of the administrative phenomena combined with the various sport institutions, festivals, and championships held. They will affect negatively the work if they are not managed scientifically by determining the problem and its dimensions without a clear view of the organizational conflict with the limitation of paying attention to its procedures in school sport team and clubs. Also, the presence of organizational conflict cases (competitive) should be felt according to the observations and investigations conducted by the researchers. This study aims at identifying the procedures of managing the organizational conflict and their roles in succeeding the sport festivals held by the directorate of sport and scout activities related to Diyala state directorate of education. The researchers depended on the descriptive approach – surveying manner because is more suitable for the nature of the research problem. The population of this research is represented by the sport education teachers in Diyala governorate schools who took part in the sport festivals and championships and the workers in the directorate of sport and scout activities related to Diyala state directorate of education. The most important finding arrived at by the researchers is that sometimes the conflict contributes in improving the performance because it leads to change and direct the attention to the errors spots. Whereas، the most important recommendation is that the different administrations in the directorate of sport and scout activities should invest the results of the procedures of managing the organizational conflict in a good and studied way to succeed the sport festivals and make the recognizable.
