تعد وظيفة التخطيط وسيلة علمية منظمة ومستمرة يتم بموجبها حصر الموارد المتاحة المادية والبشرية والمالية وتقدير احتياجات المجتمع في ضوء هذه الموارد ثم تحديد طريقة استثمارها، بحيث تحدد الغايات المرجوة في أقصر وقت وبأقل تكلفة وأدنى قدر من الضياع. فالكليات والمعاهد، ومنها كليات هيئة التعليم التقني ومعاهدها، شأنها شأن أي مؤسسة إنتاجية تحتاج إلى تخطيط سليم وإدارة ذات كفاءة علمية تستطيع النهوض برسالتها وتحقيق أهدافها المحددة لها. وهذا ما أكدته وثيقة إصلاح التعليم العالي لسنة 2009، إذ أكدت ضرورة تنمية وظـــيفة التخطيط بوصفه الوظيفة الأساس والأهم في العمليات الإدارية. ونبهت أيضاً إلى أن جزءاً كبيراً من نجاح القسم أو فشله في أداء مهامه يعود إلى السياسة الإدارية التي ينتهجها عميد الكلية او المعهد، إذ إنه الوجه المباشر الذي يطل من خلاله على رئيس القسم والمدرّسين والطلبة لتؤدي الإدارة رسالتها. أهمية البحث: إن التعليم العالي بصفة عامة والتعليم التقني بصفة خاصة، تظهر أهميتهما من خلال دورهما في تلبية احتياجات المجتمع العراقي، والمتمثلة في تحقيق أهداف المجال التربوي. وذلك بتوفير الكوادر التقنية المؤهلة لسد حاجة المجتمع لمختلف المجالات: الهندسية والطبية والادارية والزراعية والفنون التطبيقية. وتكمن أهمية التخطيط في كونه ضرورة من الضرورات التي اعتُمد عليها في المستويات والقطاعات المختلفة، سواءً العامة أم الخاصة، لذا فإنّ له دوراً فاعلاً في الأنشطة المختلفة، وعملية التخطيط تقود إلى التنظيم وإلى النجاح وتحقيق الأهداف. يهدف هذا البحث إلى: 1) التعرف على درجة امتلاك عمداء كليات هيئة التعليم التقني ومعاهدها لوظيفة التخطيط من وجهة نظر رؤساء أقسام ومدرّسي الهيئة. 2) التعرف على دلالة الفروق الإحصائية لدرجة امتلاك عمداء كليات هيئة التعليم التقني ومعاهدها لوظيفة التخطيط من وجهة نظر رؤساء أقسام ومدرّسي الهيئة وفقاً للمتغيرين الآتيين: التخصص (علمي – إنساني)؛ اللقب العلمي ( أستاذ. أستاذ مساعد. مدرس). يتكون مجتمع البحث من رؤساء أقسام ومدرّسي كليات هيئة التعليم التقني ومعاهدها، في محافظة بغداد للعام الدراسي (2013 – 2014)، والبالغ عددهم 1409 فرداً منهم 68 رئيس قسم و1341 مدرّساً موزعين على 5 كليات و7 معاهد. وتم اختيار العينة بالطريقة الطبقية العشوائية بنسبة 25% من المجتمع الكلي للمدرّسين وبواقع 332 مدرّساً موزعين على 5 كليات و 7 معاهد. أما عينة رؤساء الأقسام فهي تمثل عدد مجتمع رؤساء الأقسام نفسه، البالغ عددهم 68 رئيس قسم موزعين على 5 كليات و7 معاهد. وبذلك يبلغ مجموع عدد العينة 400 فرداً من رؤساء أقسام ومدرّسين حتى تكون العينة شاملة وممثلة لمجتمع البحث. وقد تم اعتماد بناء استبانة للتعرف على درجة امتلاك عمداء كليات هيئة التعليم التقني ومعاهدها لوظيفة التخطيط من وجهة نظر رؤساء أقسام ومدرّسي الهيئة في محافظة بغداد. وقد تضمنت الاستبانة أربعة مجالات هي: (الرؤية والرسالة – الأهداف – العوامل الداخلية والخارجية – الوسائل). وخضعت الاستبانة للصدق والثبات. واعتمدت الحقيبة الإحصائية للعلوم التربوية (SPSS). نتائج البحث: 1) إمتلاك عمداء كليات هيئة التعليم التقني ومعاهدها في محافظة بغداد درجة عالية لوظيفة التخطيط. 2) لا توجد فروق ذات دلالة إحصائية لدرجة إمتلاك عمداء كليات هيئة التعليم التقني ومعاهدها لوظيفة التخطيط من وجهة نظر رؤساء أقسام ومدرّسي الهيئة من حيث التخصص (علمي– إنساني). 3) توجد فروق ذات دلالة إحصائية لدرجة امتلاك عمداء كليات هيئة التعليم التقني ومعاهدها لوظيفة التخطيط من وجهة نظر رؤساء أقسام ومدرّسي الهيئة بحسب (ألقابهم العلمية) ولصالح من هم بلقب (أستاذ). في حين لا توجد فروق ذات دلالة إحصائية من وجهة نظر رؤساء أقسام ومدرّسي الهيئة من هم بلقب (أستاذ مساعد) ولقب (مدرس). في ضوء نتائج البحث، تم التوصل إلى استنتاجات، أهمها: 1) إن عمداء كليات هيئة التعليم التقني ومعاهدها يمتلكون درجة عالية من وظيفة التخطيط في إدارة كلياتهم ومعاهدهم. 2) تطابقت وجهات نظر رؤساء أقسام ومدرّسي كليات هيئة التعليم التقني ومعاهدها في محافظة بغداد لدرجة امتلاك العمداء لوظيفة التخطيط بحسب التخصص (علمي، إنساني) إذ أظهرت النتائج عدم وجود فروق ذات دلالة إحصائية بين التخصصين. The planning function considers a scientific organized and continuous mean of the available material, human, financial, and estimate the needs of the community depend of these resources, and then determine the way to invest so as to determine the desired goals in the shortest time and at the lowest cost and minimal loss. colledges and institutes, including these colledges of the Technical Education and institutes like any institution productivity need to be proper planning and efficient management of scientific to be able to rise to its mission and achieve its objectives assigned to them, and this was confirmed by the reform document of higher education for the year(2009) as it stressed the need for development and planning function as a function basis and most importantly in administrative processes, and also warned that a large part of the success or failure of the section in the performance of his duties due to administrative policy followed by the dean of the college or institute who is , responsible for the head of the department and the faculty and students to lead its administration to make the college management achieve its goal. The importance of research That higher education in general and technical education in particular show their importance through their role to achieve the needs of the Iraqi society, and of achieving the goals of the educational field, by providing technical staff who qualified to execute the needs of the community for various fields like, engineering, medical, administrative, agricultural, and Applied Arts; the importance of planning lies in being a necessity adopted Levels and in different sectors, whether public or private , so it has an active role in the various activities the process planning leads to organized success and achievement of goals. This research aims to: 1) knowing the degree possession of Deans of colleges and of technical education institutes to the function of planning from the viewpoint of the heads of departments and the teaching staff. 2) Recognition of the statistical differences of degree possession of deans of college and technical education institutes of the function of planning from the viewpoint of the heads of departments and Teaching staff, in accordance with the following two variable: Specialization Science - a human; Scientific title professor, assistant professor, teacher. the research community includes the heads of departments and the teaching staff in the colleges and institutes of Technical Education staff in Baghdad's province for for the academic year 2013 – 2014 totaling 1409 persons among them 68 Head of department and 1341 teachers distributed on 5 colleges and 7 institutes. the sample was choosed randomly by 25% from the whole teachers community where 332 teachers were distributed on 5 colleges and 7 institutes , while the sample of the departments heads represent the same numbers of them, who their number 68 Heads of departments , distributed on 5 colleges and 7 institutes. So the total of the sample reach 400 persons to represented and comprehensive for the research community. IT has been approved a questionnaire to know if the whole staff possess the planning function or not from the side view of the departments heads in Baghdad's province. This questionnaire included four fields as following vision and message, goals, internal and external factors, and means. The questionnaire is submitted for honesty and stability. Also, the statistical bag for educational Sciences (SPSS has been adopted in addition to the following statistical means: 1) the deans of the faculties and institutes of technical education in the province of Baghdad, have a high degree of planning function. 2) There are no statistically differences to the point of having the deans of the faculties of body and institutes of technical education for the planning function from the viewpoint of the heads of departments and Teaching staff in terms of specialization (scientific - a human). 3) There are statistically differences to the point of having the deans of the faculties of the Technical Education and institutes of the function of planning from the viewpoint of the heads of departments and teaching staff, according to (their Scientific surnames) and to the benefit of their title (professor), while there are there are no statistically differences from the viewpoint of the heads departments and Teaching staff who their title (assistant professor) and title (teacher). Depends on the results, we have reached to these conclusions: 1) the deans in the Technical Education colleges and institutes have a high degree of planning function in manage of their colleges and institutes. 2) The viewpoints for the staff of Technical education colleges and institutes in Baghdad matched to the degree of the deans have the possession to the planning function related to the specialization (scientific, human), as the results showed that there was no differences among the experts related to statistically significant.
