This study aimed at recognizing the obstacles towards implementing physical activities of the sports union in the establishments of the higher education in Palestine, in addition to specifying the differences in the level of these obstacles due to variables of gender, type of establishment, and the reference of each establishment. To achieve this, the researcher built a questionnaire which was distributed on the 48 physical education supervisors of the society. The results revealed that the total degree of the obstacles was high with a percentage of 76.4 %. The results also revealed that those obstacles related to the Israeli occupation were in the first rank with a high degree, and with a percentage of 89.2 %. The study also revealed the level of obstacles were more for females than males, and more for universities than colleges, and more special organizations than government organization. The researcher recommends that reinforcing the motives of resistance and challenge to the Israeli occupation, and offering players’ positive reinforcement, providing all the needed facilities to carry out physical programs.
