Since 2006 a number of official documents have been issued, including government pledges and commitments to provide pre-university education of high quality in accordance with international standards; it is compulsory, free and available to all. Which necessitates the provision of sufficient financial resources to spend on pre-university education, with good distribution efficiently and fairly. Therefore, the research sought to analyze the government expenditure on pre-university education in the period (2006/2007 - 2016/2017), in order to demonstrate the extent of its adequacy, efficiency, and equity of distribution. The research concluded that the real value of both volume of expenditure and student's share of it declined drastically continuously, the expenditure as a percentage of GDP and as a percentage of total government expenditure significantly decreased. This indicates inadequate expenditure. Also, the research concluded that the small share of capital expenditure and the acquisition of current expenditure, especially wages, on the majority of expenditure. That is, expenditure is not efficiently distributed, this indicates inefficient expenditure. And also, the research concluded that lack of expenditure equity in the allocation between regions, because there is a clear bias and discrimination in expenditure for a number of directorates of education. Then, the government expenditure on pre-university education with a great low of adequacy, efficiency, and equity. Which leads to deterioration of the state of education and decline in its quality. This is not consistent with pledges and commitments of successive Egyptian governments through legislation, policies and plans aboyt pre-university education development. (Published Abstract)
