In the year 2000, through the Dakar Framework for Action, most countries promised to achieve the goals of Education for All by the year 2015, and these countries committed to prepare national plans of Education for All. Egypt developed the National Plan of Education for All (2002/2003 – 2015/2016). As evaluation is an essential activity to rationalize the educational planning process, the research sought to evaluate this plan in the light of its goals, and the goals of Education for All, in order to clarify the extent of achieving its goals, and the goals of Education for All. Then suggest what should be taken into account in the following plan to get a better future of Education for All. The research found that Egypt was not able to achieve both the goals of the plan and the goals of Education for All, that is, the State did not fulfill its promise and commitment to achieve Education for All, and then we must continue working for achieving what has not been done. Consequently, The research presented a proposal vision to what should be taken into account in the following national plan of Education for All. (Published Abstract)
