تُصاغ إشكالية الدراسة في معرفة طبيعة العلاقة بين النخبة التربوية والنظام السياسي في مصر، وقد هدفت إلى التعرف على: 1) الأصول التاريخية لطبيعة العلاقة بين المثقف والسلطة. 2) التحديات المجتمعية التي أثرت على العلاقة بين المثقف والسلطة. 3) أهم الصور وتجليات العلاقة بين المثقف والسلطة. 4) مدى انعكاس هذه العلاقة على بعض القضايا التعليمية. 5) الرؤية المستقبلية لتفعيل العلاقة بين النخبة التربوية والنظام السياسي. بعد عرض محاور الدراسة تم التوصل إلى أن التكامل بين النخبة التربوية والسياسيين في عصر مليء بالتحديات لا تكون إلا بالتنسيق أو التعاون بين كل منهما، ويكون بدراسة أهداف وسياسات خطة كل منهما دراسة تفصيلية متأنية، ودراسة مدى تطابقها مع قيم ومعتقدات مؤسسات المجتمع في إطار واحد من أجل تحقيق أهداف اجتماعية غايتها النهائية تحقيق تنمية مستدامة للأفراد، ووصولاً إلى اندماجهما لتحقيق أهداف مشتركة، ومن ثم لابد أن يدرك المسؤولون من السياسيين أنه بات من الصعب في عصر التقدم السريع والهائل في كافة المجالات عدم الاستناد إلى دراسات وآراء الطبقة المثقفة والملاءمة مع كل بحسب تخصصه، وأن يعمل السياسيون على الاستفادة القصوى من النخبة التربوية في العمل على تطوير نظم التعليم القومية، لأن التعليم هو إحدى الوسائل الهامة لمجابهة تلك التحديات، وذلك بالعمل على تقريب أهل الخبرة والفكرة والمشورة بدلاً من تقريب أهل الثقة. كما حاولت الدراسة الحالية سبر أغوار إشكالية العلاقة بين النخبة التربوية والنظام السياسي، الأمر الذي جعل من الأهمية بمكان ضرورة تجسير العلاقة بين النخبة التربوية والنظام السياسي في مصر، وهذا ما تم السعي إليه بالنهاية من خلال طرح مجموعة من السيناريوهات، وتبنّي أحدها، وهو سيناريو "الشراكة بين النخبة التربوية والنظام السياسي". The research aims to study the relationship between the educational elite and the political system in Egypt, in order to identify the nature of this relationship, and the factors that affect them. To achieve this objective has been divided into several research themes are as follows: A) The first axis: the historical origins of the relationship between intellectuals and power. B) The second axis: the societal factors that affect the relationship and intellectual authority (elite educational and political system). C) The third axis: the problematic relationship between the cultured and power. D) Fourth axis: implications of this relationship on some educational issues. E) Theme V: the future vision of an interactive relationship between the educational elite and the political system. Were all addressed the focus of the previous themes in some detail, has been focusing primarily on the implications of this relationship on some educational issues, through the statement of the extent of the contribution of elite education to address some educational issues, such as the issue of illiteracy and the role of the absent messages scientific solution, and the issue of reduce the years of basic education in Egypt, and the issue of marginalization of the elite educational portfolios, and the cause of the dominant elites on events in the field of educational policies, and the issue of the effectiveness of educational conferences, and the issue of the social status of colleges of education. In the light of what has reached from the results of research was presented a future vision for an interactive relationship between the educational elite and the political system in Egypt, by offering a range of scenarios such as scenario, disintegration and division, is a scenario of disintegration and division scenes of the current reality of the crisis of educators and politicians. And the scenario of autism and restructuring, a scenario of autism and see the future restructuring of the reality of educational hopefully includes the administration of the current crisis of the educational elite, which is responsible for education, scenarios and educational partnership between the elite and the political system, and hold current research hope to achieve this scenario in the educational partnership between the elite and the political system within the framework of a national formula for understanding, rapprochement and harmony among themselves and with other sectors of society, an understanding based on mutual respect for the capabilities and capacities of the other party in bringing about the desired educational change and convergence without limit to the role of educational thought in the reform and renewal, so that the decision of the educational assets of cultural, educational and popular based upon, may come the day when education and elite education were the primary concern of politics and politicians.
