In the light of the national trends to raise the level of higher studies institutions, programs and plans so as to meet highest international standards, quality systems and academic accreditation in Saudi Kingdom were designed. The most important element of this system is called "National Qualifications Framework" which defines the scientific and professional qualifications standards which meet international standards and also take into account the privacy of the Saudi situation. The standards include consistency of these outcomes with outcomes of similar programs in the Kingdom and agreement of these standards with other international higher studies institutions. The present study aims at assessing the degree of undergraduate female students at Salman Bin Abdulaziz University conformity to learning outcomes defined by the National Qualifications Framework from stakeholders' point of view. Problem of the study can be stated in the question: what is the reality of stakeholders' (students and school directors) evaluation of learning outcomes at colleges of education at Salman Bin Abdulaziz University in the light of Saudi National Qualifications Framework in the areas of: knowledge and understanding, cognitive skills, communication skills, IT skills, responsibility skills and psychomotor skills? The study adopts the descriptive analytic method describing and analyzing the phenomenon with the purpose of evaluation and treatment. The present study describes the reality of learning outcomes of Colleges of Education at Salman University from stakeholders' point of view (students and school directors). To achieve the purpose of the study, two questionnaires were prepared, investigating the presence of the characteristics involved in the learning outcomes area in the National Qualifications Framework and verified by international literature of colleges of education programs and actual practice at Salman Bin Abdulaziz University colleges of education. Results of the study refer to the presence of statistically significant differences at 0.05 between students and directors responses to all five areas of the questionnaire representing learning outcomes specified by Saudi National Qualifications Framework. On the level of the questionnaire directors opinions were different from student opinions in their evaluations of graduates cognitive and skills, where directors viewed these skills as "average" while students viewed them as "high". There was an agreement that students possess communication, numerical, and IT skills, responsibility skills, as well as "high" psychomotor skills. Results also show that there are statistically significant differences between students' and directors' responses in favor of students. (Published Abstract)
