This study aimed to build standards to evaluate the administrative tasks and academic department heads at the University of Baghdad in light of the quality of education, and to achieve the research objectives and through informed researcher on the literature and previous studies has built (nine) criteria to evaluate the administrative tasks and academic department heads, and to achieve the veracity of these standards has offer a number of experts in educational administration and measurement and evaluation to verity the truthfulness virtual standards, has got all the paragraphs on the agreement of experts and by more than (91)%, and verity the stability criteria, the researchers applied to a sample of (41), head of the tested randomly from sections colleges Mustansiriya University, has been achieved researcher of indicators of stability are (re-testing, Alvakronbach) and these procedures check researcher of the validity and reliability standards, and to achieve the objectives of the other search dish researcher standards on a sample study of (91) head section of the colleges Baghdad University disaggregated specialization by (41), head of the scientific discipline and (41) in the specialty humanitarian and by (34), head of service is less than (4 years) and (53), which increases their service for (4 years), and the researcher to a group of results notably positive use of department heads these tasks to perform administrative tasks and academic different competences and years of service they have a preference for department heads in the scientific specialization in functions (planning, organization, leadership, scientific research) and the existence od a preference for department heads with (service more than 4 years) in tasks (organization, leadership, direction, decision-making) and in accordance with these findings the researcher set of recommendations and proposals.
