تهدف الدراسة إلى الكشف عن معوقات تطوير برامج التربية الخاصة في مدينة الرياض من وجهة نظر معلميها، وإلى التعرف إلى اختلاف وجهات نظرهم نحو معوقات تطوير برامجها باختلاف (الجنس، والعمر، والمستوى الأكاديمي، والتخصص). ولتحقيق أهداف الدراسة استخدم المنهج الوصفي المسحي، بتطوير استبانة مكونة من (24) عبارة، وزعت على عينة قدرها (326) معلما ومعلمة في برامج ومعاهد التربية الخاصة بالرياض، اختيروا بطريقة العينة العشوائية البسيطة. وأظهرت النتائج أن موافقة المعلمين على معوقات تطوير برامج التربية الخاصة في مدينة الرياض جاءت بدرجة عالية؛ حيث إن المعوقات المرتبطة بالجانب التشريعي والتنظيمي جاءت بالمرتبة الأولى، تليها المعوقات المرتبطة بالجانب الاقتصادي، ثم المعوقات المرتبطة بالجانب المهني والإداري. وتوصلت أيضا إلى عدم وجود فروق ذات دلالة إحصائية بين استجابات المعلمين نحو معوقات تطوير برامج التربية الخاصة في مدينة الرياض باختلاف (الجنس، والعمر، والمستوى الأكاديمي). على حين وجدت فروقا ذات دلالة إحصائية بين استجابات المعلمين نحو معوقات تطوير برامج التربية الخاصة في مدينة الرياض باختلاف التخصص لصالح تخصصات (الإعاقة الفكرية، واضطراب طيف التوحد، وتعدد العوق). وخلصت الدراسة إلى حاجة معلمي التربية الخاصة إلى تأمين بيئاتهم التربوية بسياسات تحفظ حقوقهم وحقوق الطلبة ذوي الإعاقة، ودعمهم ماديا بما يحقق المصلحة التعليمية دون تمييز أو تقليل. This study aims to reveal the barriers to develop special education programs in Riyadh city from teachers' perspective. The study aims to also identify the perspective differences of special education teachers on the barriers of developing special education programs in Riyadh according to the level of (gender, age, academic level, and specialization). To achieve that, the researcher used descriptive survey method, by preparing a questionnaire consisting of (24) statements distributed to a sample of (326) teachers working in special education programs and institutes in Riyadh using convenience sampling method. The results of the study showed that the degree of teachers’ agreement on the barriers of developing special education programs in Riyadh was high, where the legislative and regulatory aspect came first, followed by the barriers related to the economic aspect, then the barriers related to the professional and administrative aspect. The study found that there were no statistically significant differences between teachers’ response to the barriers of developing special education programs in Riyadh according to (gender, age, and academic level). While the study found statistically significant differences between teachers’ response to the barriers of developing special education programs in Riyadh according to specialization in favor of (intellectual disability, autism spectrum disorder, and multiple disabilities). The study concluded that special education teachers need to be secured in their educational environments with policies that preserve their rights and the rights of their students and support them financially in a way they are able to achieve educational interest without discrimination or disparagement.
