هدفت هذه الدراسة الى تعرف مفهوم تقنيات التعليم والتدريب وجوانب التطور الذي حصلت عليه، والمتغيرات النوعية في تقنيات التعليم والتدريب، وآفاق التأثير النوعي، وبناء نموذج عملي يمكن من خلاله الاستجابة لذلك التغير النوعي وآفاق التأثير. اعتمدت الدراسة على المنهج الوصفي التحليلي، وتم تنظيمها في مدخل وثلاثة مباحث. خلصت الدراسة إلى أن هناك تطورًا كبيرًا في مفهوم تقنيات التعليم والتدريب وتغيرا نوعيا واسعا ومستمرا في تلك التقنيات، وكذلك آفاق واسعة في التأثير على العملية التعليمية والتدريبية، نتيجة للتطور المستمر في تقنيات الاتصالات والمعلومات، وأن ذلك التغير سيغير من مستقبل عملية التعلم والتدريب، كما أنه يساعد على الاهتمام بتلك التقنيات في بيئات التعليم والتدريب المختلفة، وأن هناك حاجة ماسة للاستجابة لذلك التغير وأفاق التأثير وفق مراحل وخطوات محددة كنموذج محلي يتكون من سبع مراحل. واختتمت الدراسة بعدة توصيات منها أن تقوم المؤسسات التعليمية والتدريبية بالاستجابة لتلك المتغيرات وآفاق التأثير بجهود فردية وتنظيمية، وأن تقوم بإنشاء مراكز ووحدات تنظيمية من مهامها متابعة تلك المستحدثات والتقنية والاستجابة لها، وبناء شراكات مع مختلف المنظمات في القطاعين العام والخاص لنقل الخبرات والممارسات في الاستجابة لتلك التغيرات النوعية، والتشجيع على تبني كافة المبادرات بما يعزز من مواكبة تلك التقنيات، وإعداد خطط تقنية سنوية واضحة ومحددة تتضمن مشاريع تقنية بما يتواءم مع احتياجات البيئات التعليمية وتوفير كافة الموارد المادية والقوى البشرية المؤهلة التي تساهم في تنفيذ مثل تلك المشاريع التقنية. وأخيرًا أن تتبنى مراحل عملية واضحة ومحددة كنموذج عملي للاستجابة لتلك المتغيرات النوعية في تقنيات التعليم والتدريب، في مختلف بيئات التعلم والتدريب. This study aims to identify the concept of education and training technolo¬gies, aspects of development that happened to this concept, qualitative changes in education and training technologies, the prospects of the qualitative impact, building a practical model to help respond to the qualitative change and prospects of influence. It concludes that there is a major development in the concept of education and training technologies, and a broad qualitative change sustained in these technologies, as well as broad prospects in influencing the educational and training process, as a result of the continued advancement in information and communication technologies, and that change will maximize the future of the process of learning and training, interest in such technologies in various learning and training environment. There is also an urgent need to respond to that change and influence prospects according to specific stages and steps as a practical model consisting of seven stages. The study proposed several recommendations, the first of which is that, the educational and training institutions should respond to these changes, through individual and organizational efforts, to build centers and organizational units within those institutions and assign the responsibility to follow the innovations and technologies and responded to them. They should also build partnerships with various organizations in the public and private sectors to exchange experiences and practices in response to these qualitative changes, encourage the adoption of all initiatives in order to keep up with those technologies, prepare annual clear and specific plans that include technological projects to suit the needs of those educational and training environments and provide all financial resources and qualified human talents that contribute to the implementation of such technological projects. Finally, those educational and training institutions should adopt clear and specific process stages as applicable model to response to these qualitative changes in education and training technologies in various learning and training environments.
